Currently,green development in industry is the theme of China's economic development.Energy-conservation and emission-reduction policies are necessary measures to promote the green development of China's industry.The expected development indicators have been gradually replaced by mandatory development indicators since the “Eleventh Five-Year Plan”.The implementation of binding energysaving targets and emission-reduction targets has indeed achieved a decline in energy consumption and emissions,but whether it can simultaneously promote the development of energy conservation,emission reduction and green economic growth in the industrial sectors deserves further research.Concentrating on such an issue,the impact mechanism of policy regulations on green production performance is summarized on the basis of a large number of current domestic and foreign literatures.This paper applies non-radial and non-oriented DEA model to measure the green production performance(GPP)of the Chinese industrial sectors from 2002 t o 2015.Then,the Quasi-difference-in-differences(Quasi-DID)method is employed to investigate the effects of the implementation of energy-saving target(EST)and emission-reduction target(ERT)on GPP for the entire industry and the carbon-intensive sectors(CIS).Furtherly,we explore the dynamic effects of EST and ERT.The results show that:(1)after a short period of increase during 2002-2004,China's industrial GPP shows a downward trend in fluctuations,among which the technology change(TC)and the desirable output-growth effect(GPPy)are the dominant factors;There exists manifest heterogeneity in GPP amongst various industrial sectors,and the increase in GPPy is the key driver for GPP's improvement.(2)Energy-saving target is helpful to improve industrial GPP,but during the “Eleventh Five-Year Plan” period and the “Twelfth Five-Year Plan” period,the effects of energysaving target have been strengthened first,weakened or even turned negative afterwards.(3)The emission-reduction target has a negative impact on the industrial GPP,and what's worse,this negative impact gradually expands over time.(4)The energy-saving target and emission-reduction target have similar comprehensive and dynamic effects on GPP of the carbon-intensive sector(CIS)as the whole industry,but the carbonintensive sectors are more sensitive to the implementation of EST and ERT,and both energy-saving target and emission-reduction target promoted the emission reduction effect of the carbon-intensive sector.
