Along with the rapid improvement of China's industrialization level,climate change caused by energy consumption growth have become major hidden dangers that hinder people's livelihood and restrict the economy.As a "high-carbon representative" in the power industry,thermal power enterprises have left many thermal power enterprises with multiple pressures of national policies,social responsibilities and corporate benefits.Low-carbon development is a development model combining "low-carbon" and "development".It emphasizes the realization of low-carbon emission and sustainable development of thermal power enterprises by means of technological innovation.It has become a key opportunity and inevitable choice for the transformation of China's thermal power enterprises.It is of great significance to realize the sustainable development of enterprises and industries.The evaluation of low-carbon development level plays an important role in promoting China's thermal power generation enterprises to measure the current low-carbon development of thermal power enterprises,and to develop more targeted improvement measures for improving the low-carbon development level of enterprises.Therefore,on the basis of summarizing and analyzing the research progress of low carbon development level evaluation at home and abroad,this paper takes thermal power enterprises as the research object and combines with the theory of low carbon development,comprehensive evaluation methods and intelligent algorithms such as Support Vector Machine.Then,this paper introduces the DPSIR-5C model consisting of "Driving force-Pressure-State-Impact-Response" model and"5C" analysis method to construct a scientific and reasonable evaluation index system for low-carbon development level of thermal power enterprises.The combination of BTS subjective weighting method and entropy weight method is used to determine the index weight.Finally,the Least Squares Support Vector Machine evaluation model optimized by Whale Optimization Algorithm is established to accurately measure the low-carbon development level and trend of thermal power enterprises.The powerful global and local search capabilities of the whale optimization algorithm can optimize the key parameters of the least squares support vector machine and overcome the shortcomings of the randomness of the single model parameters.This paper collects the actual data of five thermal power enterprises from 2010 to 2017 for empirical analysis,and the evaluation results verify the accuracy and high applicability of the proposed model.In addition,the empirical evaluation results show that the low-carbon development level of thermal power enterprises keeps increasing year by year.What's more,the overall reaches the "good" level delineated in this paper after 2015.Finally,this paper puts forward suggestions to improve the low-carbon development level of thermal power enterprises based on the key indicators and the evaluation results,such as to establish and improve the low-carbon development management system and basic laws,establish the low-carbon development incentive mechanism of the thermal power industry,strengthen the transformation of technological innovation and the training of technical personnel,and improve the carbon asset management mechanism and so on.
