In the southern costal of China,Beibu Gulf Urban Agglomeration(BGUA)and Guangdong-Hongkong-Macao Greater Bay Area(GBA)are the hottest urban agglomeration plans.One is the thoroughfare to the sea of southwestern China,the other is one of the most developed costal area in China that aimed at the big three bay areas of the world.The two urban agglomerations are neighbored to each other,but shows significant difference in many dimensions.Besides,in the background of global warming,low carbon economic became more and more important to all the areas.Compered to GBA,BGUA is faster in the speed of developing,but still in a low level.It has beautiful landscapes,many mountains surrounding by clear rivers,but those eco-system is environmentally sensitive.In the process of industrialization and urbanization,how large the gap is between BGUA and its neighbor in low carbon efficiency,and how to take advantage of eco-environment and nature sources to blend in BGA,is an important problem waiting to be solved.By literature review and theory integrated,this paper found that DMSP/OLS nighttime light data is a effective tool to estimate social economic data especially in those fields that lack of such statistical system.Firstly,this paper used DMSP/OLS nighttime lights data,and an energy consumption CO2 emission data based on carbon factors method,to established a regression model.Then estimated a city level CO2 emission by its nighttime lights data with the model.Then measured whole 19 cities'low carbon efficiency by a SBM model which including undesirable outputs.Within the study period,it can be concluded that:(1)Total CO2 emission at both urban agglomerations is growing rapidly,while their carbon intensity of GDP is down going,BGUA is at a higher level of carbon intensity but decreasing at a lower speed.(2)Low carbon efficiency between two urban agglomerations are very different,cities in Guangxi and Hainan are much lower then the average level of those in Guangdong,and its in a way down.(3)The higher proportion of economic make up by the second industry in a city,the lower its low carbon efficiency will be.Especially in cities which are still on their way of industrialization.(4)When undesirable outputs is included(carbon dioxide),the efficiency level of DMUs is 50%lower than the situation of desirable outputs only.(5)Impacts of inputs on inefficiency DMUs works in different ways.Inputs of labor and energy decreased their influences on slack movement by structure optimization,while capital inputs works in another way:as the time went by,increase in capital inputs has no help in its slack movement.Above these conclusions,manage to made property suggestions on developing low carbon industries,energy structure optimization,improving the quality of labor force,and positively integrating into GBA.
