Since the 19 th CPC National Congress,China has given priority to ecological development,paying great attention to the restoration and protection of the ecological environment.Under the guidance of president Xi Jinping,the whole country employs the philosophy of park city featuring ecological priority and green development to guide urban construction and build a city reflecting the development goal of beautiful park cities,aiming to create a new lifestyle of beauty,harmony and happiness.The comprehensive project of urban ecological restoration is one of the important ways to build a beautiful and livable park city.The project takes urban greenway as the core with many factors influencing its effective implementation,among which the most important two are the function and cost.Therefore,it is necessary to study the value evaluation of the comprehensive project of urban ecological restoration.Based on the value engineering theory,the thesis analyses the function and cost coefficients of the comprehensive project of urban ecological restoration,establishes value evaluation model,and provides theoretical support for the final decisions of such projects.In this way,it can make sure the smooth implementation of the project,save cycle costs and achieve the expected functions.Firstly,the thesis elaborates the research background,purpose and significance.And it gives a brief introduction of the research status of the comprehensive project of urban ecological restoration home and abroad.And then corresponding reviews have been made about the research status.The thesis also clarifies the research contents and determines the research method and the technical route.Secondly,the definition and characteristics of the value engineering theory are summarized.The approach to enhance the value of the comprehensive project by employing the value engineering theory is analyzed.In addition,the feasibility of the value engineering theory being introduced into the comprehensive project for value evaluation is also discussed.Thirdly,a value evaluation model suitable for the comprehensive project is establisheded based on the value engineering theory.As for the selection of function index,the data envelopment analysis(DEA)is used to optimize and sift primary index.At last,the function index system composed of “one target layer,three criteria layers and 17 indicator layers” is established.The cost index system consists of the pre-preparation cost,the construction cost and the operational and maintenance cost.Fourthly,the weight of function index and cost index is calculated by using analytic hierarchy process(AHP).The function index is quantified and normalized by using the fuzzy theory which is based on the trapezoidal fuzzy number(TFN)and multi-granularity linguistic evaluation value exchange.And then the function coefficient could be determined.After the normalization of the pre-preparation cost,the construction cost and the operational and maintenance cost of the comprehensive project,the cost coefficient could be determined.Then,the function and cost coefficients are applied to the value engineering theory.Therefore,the value coefficients are obtained and could be used to complete the value evaluation of the comprehensive project.After that,the results of the value evaluation are analyzed.The value evaluation model of the comprehensive project of urban ecological restoration is applied to the Tianfu Greenway Construction Project in Chengdu.And its scientificity and effectiveness have been verified.
