Study On Legal Construction Of Rural Environmental Pollution Prevention And Control In Shandong Province

In recent years,the urbanization of China is developing rapidly,but the rural environment has been neglected,in economic development and agricultural modernization,In order to develop economy,rural governments of Shandong Province make lower standards of environmental protection to attract companies and investments.A great number of industrial wastes without disposed being discharged into soil,rivers and air directly pollute rural environment seriously.The overuse of pesticides and fertilizers changes soil structure and pollutes water resources ultimately.In the same time,domestic garbage is polluting the rural environment seriously.Environmental problems which are more and more serious impact social development badly.The article studies in the angle of legal system construction of the prevention and control of environmental pollution in rural area of Shandong Province,and analyzes situations and problems of legal construction based on summarizing causes of environmental pollution.By studying advanced legal construction practices of the United States,Japan and Europe Union,and environmental protection experience of developed cities of China,the article suggests new ideas on resolving problems of rural environmental pollution in Shandong Province,such as promoting the legal system,strengthening law enforcement and oversight,promoting judicial efforts to remedy environmental tort,defining rights and obligations to citizens and enterprises in environmental protection,and so on.
