Based on the analytic hierarchy model, this study constructed a wetland ecological function evaluation index system aiming at bird protection. The study area is divided into six evaluation units, such as marsh, plantation, pond, fish pond, cultivated land and fruit forest.Combined with the characteristics of the study area, birds are used as the main protection object and the function of wetland is established.Six indicators of coverage, biodiversity, bird food source richness, bird nesting possibility, and artificial disturbance degree were evaluated for importance by different evaluation units by hierarchical evaluation and AHP.Taking the Yellow River wetland in Heyang as the object, the ecological function evaluation of the overlapping area between the nature reserve and the scenic spot was carried out,and the area of the ecological function, the important and the area of the general important area and its proportion were obtained.According to the results of ecological function evaluation and different frequency floods The submerged area is superimposed as a method, and three eco-protection red line delineation schemes are set.By comparing the characteristics of different schemes, the eco-protection red line demarcation plan proposal scheme is determined, and the ecological protection red line management strategy is proposed in combination with the scenic spots area functional zoning. The main findings are as follows:(1)When analyzing different indicators of different evaluation units,it is found that in addition to the water surface ratio, the swamp has the highest score in terms of vegetation coverage, biodiversity, bird nesting possibility, and bird food source richness. The scores of plantation forests from vegetation cover, biodiversity, bird nesting possibility and artificial disturbance intensity are second only to the marshes;the pond mud is rich in organic matter, and scores on vegetation coverage and biodiversity.Higher;the comprehensive scores of cultivated land, fruit trees and fish ponds are relatively low.(2)Through the method of comprehensive evaluation of graded evaluation, the ecological functions of various evaluation units can be obtained from wet to weak, swamp, pond, plantation, fish pond, fruit forest and cultivated land. That is to say, natural marshes are extremely important areas of ecological function.Lotus ponds, plantation and fish ponds are important areas of ecological function, fruit trees and cultivated land are important areas of ecological function.(3)The study of ecological red line delineation was carried out in combination with the five-year,ten-year,and twenty-year flood-prone areas, and three delineation plans were given. The flooding area and the importance of ecological importance are classified into the ecological red line.Compared with other schemes, the ecological value of the wetland can be exerted.(4)In view of the red line delineation plan and the scenic area division, the Yellow River Wetland Protection Area should prohibit all development and construction work related to ecotourism;a comprehensive and rigorous scientific investigation report should be carried out before the development of the loess peak forest landscape area.Prepare the plan and develop it under the guidance of the plan;the project of the Yellow River Project Tourist Area is guided by education, culture and visit as much as possible, avoiding the construction of large-scale hotels, restaurants and other large buildings;Hechuan Springs Recreation Area,Pastoral Ecological Experience Area and The tourist town service area can build more special items that are more fashionable, fashionable, and in line with the people's growing cultural needs, but should be kept away from the area drawn into the red line during development.
