Research On Environmental Credit Evaluation System Of Enterprises In China

Enterprise environmental credit evaluation system is the innovation of environmental management means.Different from the traditional legal compulsory means,the system uses legal and economic means to evaluate enterprise environmental behavior periodically.The consequences will not bring direct legal responsibility to the enterprise,but "keep faith" to the enterprise through reputation deterrence.Rewards,dishonesty punishment,and urge them to continuously improve environmental behavior.The promulgation of 《Enterprise Environmental Credit Assessment Measures(Trial Implementation)》" in 2013 provides a legal basis for the operation of the system.However,the investigation and study found that the evaluation index of the system is heavy pollution prevention and control but light environmental benefits,and the problems of cross-correlation and comparability between the indicators are difficult to overcome,the evaluation results are one-sided and lack of reference value.In addition,the evaluation information has strong specialty,large quantity,involves many departments,and is difficult to collect.The evaluation subject lacks specialty in the implementation of enterprise environmental credit evaluation.In the operation of the system,the evaluation process is emphasized while the evaluation result is neglected.As a result,the application subject scope of the evaluation result is narrow,the incentive to the trustworthy enterprise is small,the reward is small,and the restraint and authority to the dishonest enterprise are restricted.Lack of deterrence.In view of the above problems,this paper makes a thorough study from the aspects of evaluation subject,evaluation standard system,evaluation information collection,evaluation results and supervision mechanism of evaluation system,and puts forward some standardized suggestions in order to perfect the system and minimize the negative economic extermination of enterprise behavior to the environment.The third-party professional evaluation institution is introduced in the evaluation subject,and the evaluation system is established which is led by the government and implemented by the third-party professional evaluation institution.According to the scientific and systematic principles,the evaluation standard system is designed,and the environmental benefits of enterprises are taken into account.The index weights are set according to the nature of different enterprises,and the evaluation methods are comprehensively applied according to the actual situation to reflect the environmental behavior of enterprises.Establish the evaluation information sharing platform,establish the evaluation information database,realize the information interconnection among departments,regions and enterprises,ensure the exchange and sharing of information,and lay the foundation for the establishment of a unified social credit platform.The effectiveness of the system lies in the full application of the evaluation results.Therefore,in addition to the traditional means such as government procurement and bank credit,the reward and punishment mechanism should be expanded.Measures such as "acceptance evaluation mechanism" and "door scoring" should be taken to expand the scope of application of the evaluation results,and a supervisory mechanism should be set up according to the application situation.Environmental credit affects enterprise financing,production,sales and many other activities.Enterprise environmental credit evaluation system is an innovative environmental management tool in line with the trend of the times and the market economy,with a view to providing theoretical basis for the construction of enterprise environmental credit evaluation system and guidance for the practice of environmental credit evaluation.
