The optimization and upgrading of industrial structure has always been an important issue concerned by the state.According to the party's 13 th five-year plan,the overall ecological environment will be improved by 2020.At the same time,it is also clear that the main direction of China's future development is the strategic adjustment of industrial structure and the establishment of a resource-saving and environmentfriendly "new" society supported by scientific and technological innovation.Only by rationalizing the industrial structure can a region achieve sustainable economic development while truly reducing energy consumption and alleviating environmental pollution.The industrial structure of Jilin province has been dominated by heavy industry,but in recent years,the industrial structure is relatively backward and unreasonable.Enter "struggle year" Jilin,want to plan the rationalization of industrial structure more,realize economy and zoology balance to develop.Based on this background,this paper realizes the innovation of research perspective and explores the optimization of industrial structure in Jilin province under the dual constraints of energy and environment.This paper firstly sorts out the relevant literature and determines the research basis and framework.By analyzing the basic status quo of energy,environment and industrial structure of Jilin province,and comparing the industrial structure of Jilin province with that of other relevant provinces and cities at the present stage,it is observed that although the industrial structure of Jilin province is undergoing constant optimization and adjustment,compared with the whole country and other parts of the country,the industrial structure still needs to be upgraded.Then the relationship between energy,environment and industrial structure in Jilin province is studied.By exploring the granger causality and long-term co-integration relationship between the three industrial structures and energy consumption through time series,it is concluded that the total energy consumption is closely related to the proportion of the secondary industry.In addition,using the linear regression model and nonlinear regression model to explore the relationship between environmental pollution and the industrial structure,through the comparison of two models found that the proportion of primary industry and the present comparison U nonlinear relationship between the environmental pollution,and the proportion of secondary industry and a positive linear relationship between the environmental pollution,the proportion of the tertiary industry and present a negative linear relationship between the environmental pollution.Finally,the three industrial structures are refined into industry sectors,and dynamic simulation analysis is carried out for the industrial structure adjustment of Jilin province under the constraints of energy and environment.In this paper,a multi-objective programming model is constructed to calculate the proportion adjustment of each industry under the three conditions of minimum energy consumption,minimum environmental pollution and dual constraint of energy and environment.Quantitative analysis of how to adjust the implementation of industrial structure strategy to achieve sustainable development of economy and energy environment in Jilin province.The research shows that: first,reducing the proportion of the secondary industry is the most important aspect of reducing the total energy consumption and environmental pollution.In particular,there is a need to reduce the share of manufacturing and energy-intensive industries such as electricity,gas and water production and supply.Second,the one-sided pursuit of minimum energy consumption and minimum environmental pollution will sacrifice economic development and fail to achieve the optimization of industrial structure.Only moderate reduction of energy consumption and environmental pollution discharge can ensure the improvement of ecological environment and sustainable economic development of Jilin province.On the basis of this,some feasible Suggestions are put forward to optimize the industrial structure of Jilin province,such as maintaining the reasonable proportion of primary industry,optimizing secondary industry,vigorously developing tertiary industry and strengthening the supervision of heavy polluting industries.
