Ecological Performance Evaluating Of Loess Plateau With Hilly And Gully Functionarea In Northern Shaanxi Province

The State Council issued the “National Main Functional Area Plan” in 2010,and proposed to divide the national land space into four main functional areas including key development areas,optimized development areas,restricted areas and prohibited development areas.The loess plateau with hilly and gully function area in Northern Shaanxi Province belongs to the national key ecological function zone,including Wuqi County,Zhidan County,Ansai County,Zichang County,Suide County,Mizhi County,Zizhou County,Qingjian County,Jia County and Wubao County.This is an important part of the national “two screens and three belts” ecological security strategic pattern with a total area of 22,285 square kilometers.This paper establishes a performance evaluation system that conforms to the scientific development,strengthens the practical application of the comprehensive evaluation results of ecological performance,and provides decision-making opinions and theoretical references of the ecological compensation policy.Firstly,the article extracts a new research perspective from the background of current ecological civilization construction ideas,namely,fully implement the main functional area planning,establish different performance appraisal and evaluation systems for different main functional areas,and increase the transfer payment of key ecological functional areas.,strengthen incentive compensation,establish horizontal and watershed ecological compensation mechanism.And then,determine the core of this paper: ecological comprehensive performance evaluation.In addition,through the description of the ecological environmental problems in Shaanxi Province,the research object will be settled to the hilly and gully region of the Loess Plateau of northern Shaanxi Province.On the one hand,it can lay a foundation for solving the problems of current ecological compensation.At the same time,it also actively responds to the national main functional zone strategy,and analyzes the feasibility and importance of this study.Secondly,the article closely combs the domestic and international research about the theory and practice of ecological performance.And then it analyzes the relevant concepts and theoretical foundations,including: comprehensive evaluation theory,ecological value assessment and ecological environment assessment theory,public goods theory,multi-center governance theory,and ecological environmental sustainability theory etc.Next,it proposes the main problems and the main contradictions between the ecological environment and the social development.And then,review the status quo of ecological performance evaluation,reveal the problems existing in current ecological performance evaluation and analyze the causes.Subsequently,aiming to construct the main function area,the ecological performance evaluation index system of loess plateau with hilly and gully function area in northern Shaanxi Province,including three first-level indicators and eleven second-level indicators.Using PSRmodel and Entropy method,we calculate the ecological performance in this key ecological function area from 2009 to 2016.The results show that the ecological performance of the key ecological function area appears the improving trend.The composite evaluating index number is 0.9976 in 2016,which indicate the best ecological quality.Per capita GDP,total output value of agroforestry and herding,afforestation area have the greatest impact on ecological performance.And then,it draws a map which directly reflects the ecological comprehensive level of the area in recent years,and enriches the theoretical basis and practical significance of the main functional area planning.In response to the above performance evaluation results,this paper proposes seven suggestions for ecological civilization construction.First,we should change the way of economic development and attach importance to the coordinated development of three industries.Second,we should repair and protect the ecological environment and improve the efficiency of resource utilization.Third,implement the innovation-driven strategy and lead the comprehensive development with scientific and technological innovation.Fourth,implement the rural revitalization strategy and continuously improve people's lives.Fifth,build on resource advantages and build regional brand.Sixth,promote the construction of the main functional area and turn ecological resources into ecological capital.Seventh,take the performance appraisal and evaluation policy as the starting point,and strengthen the application and feedback of the appraisal results.
