Analysis On Environmental Protection Investment Efficiency And Influencing Factors In The Yangtze River Economic Belt

Environmental problem is one of the most concerned problems in China,which is related to the basic interests of the people and the realization of building a well-off society in an all-round way.Environmental protection is the fundamental national policy to ensure long-term stable economic growth and realize sustainable development.Premier Wen Jiabao pointed out at the 12th National People's Congress that we should vigorously strengthen the construction of ecological civilization and environmental protection.We should adhere to the basic national policy of saving resources and protecting the environment,quickly adjust the economic structure and layout,improve the system and laws and regulations,take practical measures to prevent and control pollution,properly solve the outstanding environmental pollution problems such as air,water and soil,and improve the environmental quality.From the perspective of regional development layout,the Yangtze River economic belt,which links the East,the middle and the west of China,is an extremely important development axis in China's economic layout,and plays an important role in maintaining medium and high-speed economic growth under the"new normal".As the economic belt with the largest economic development potential and the highest economic density in China,the impact of its economic drive cannot be ignored.At the same time of its rapid economic development,it also faces a huge threat to the environment.There are nearly 400000 chemical enterprises,seven oil refineries and five iron and steel bases in the Yangtze River Economic Zone.The heavy chemical industry accounts for a large proportion,which aggravates the environmental pollution speed of the Yangtze River Economic Zone.In recent years,with the transformation of economic development mode,the economic growth mode of "pollution first,treatment later" has not been in line with the trend of modern economic development,and environmental protection should be coordinated development.In this case,the national "13th five year plan outline"proposed that green,innovation,coordination,opening and sharing should be included in the "development" category,so environmental protection investment is an important environment.Although the investment in environmental protection in the Yangtze River economic belt has achieved some results,there are still deficiencies in many aspects.At the same time of increasing investment in environmental protection,problems such as effective investment are exposed by inches.Hence,this paper studies the efficiency of environmental protection investment in the Yangtze River economic belt and the influencing factors,and finds out the effective factors to improve the efficiency of investment through calculation,which is of certain significance to promote the efficiency of environmental protection investment in the Yangtze River economic belt.In the existing research,most of the environmental protection investment efficiency evaluation focuses on the whole country or a single province,and there is less research on the whole economic belt.Therefore,based on the current situation of environmental protection investment in the Yangtze River economic belt,this paper analyzes the efficiency of environmental protection investment by combining theory with practice.Through scientific analysis and demonstration,it can provide reference for environmental protection investment in the Yangtze River economic belt,promote the rational allocation of resources in the region,and improve the rationality of decision-making.This paper is divided into five parts.According to the content,it can be divided into introduction,basic theory of environmental protection investment efficiency,domestic and foreign literature,environmental protection investment status of the Yangtze River Economic Belt,and analysis of efficiency factors and environmental protection.Empirical analysis and empirical conclusions and policy suggestions for investment efficiency and its influencing factors.The first part analyzes the research background of the problem and the research significance of the problem from a general perspective,and summarizes the structure and research methods of this paper,as well as possible innovations and deficiencies;The second part first elaborates on the theory of environmental protection investment and investment efficiency.This paper summarizes the domestic and foreign literature related to environmental protection,environmental protection investment efficiency and influencing factors in the Yangtze River Economic Belt,and summarizes the existing theoretical research results;The third part mainly analyzes the current situation of environmental protection investment in the Yangtze River Economic Belt,and studies the influencing factors of environmental protection investment efficiency in the Yangtze River Economic Belt through qualitative analysis methods,which provides a theoretical basis for the empirical analysis of this paper;In the fourth part,This section first introduces the model and method used in this paper,expounds the input and output indicators of the selected DEA evaluation,and then uses the DEA-BBC model and the Malmquist index to calculate the panel data of the 11 provinces and cities in the 2008-2017 Yangtze River Economic Belt.Static and dynamic investment efficiency is measured.Finally,I use the Tobit model to empirically analyze the influencing factors of environmental protection investment efficiency in the Yangtze River Economic Belt,and find out the reasons for the low efficiency of environmental protection investment in the Yangtze River Economic Belt;In the fifth part,combined with the above empirical research results,puts forward the empirical conclusions,and proposes corresponding countermeasures and suggestions for the factors affecting the environmental protection investment efficiency of the Yangtze River Economic Belt according to the results of empirical research,in order to improve the investment efficiency of environmental protection in the Yangtze River Economic Belt and promote it economic development.The main innovations of this paper are as follows:(1)introducing Malmquist index and Tobit model for dynamic analysis.For the first time,this paper regards the Yangtze River economic belt as a whole to study the efficiency of environmental protection investment and its influencing factors.In the existing literature,data envelopment analysis(DEA)is used to measure the investment efficiency statically,and Malmquist index is used to conduct dynamic analysis;in the empirical research of influencing factors,Tobit model is used to analyze the influencing factors of environmental protection investment in the Yangtze River economic belt from the overall level and regional level,which complements the previous scholars' research;(2)New research is added.Indicator element of.In this paper,when analyzing the factors affecting the efficiency of environmental protection investment,the previous literature often selects indicators from the perspective of economic development,scientific and technological level,and the degree of opening to the outside world,but does not consider the factors affecting the environment itself.This paper takes the actual situation of environmental pollution as one of the indicators,and selects the energy consumption structure as one of the factors to consider,so that the results are more valuable for reference.
