The electrolytic aluminum industry has the characteristics of high energy consumption and high pollution.In recent years,the increasingly strict environmental protection requirements have severely restricted the production of electrolytic aluminum in China.Environmental factors are an important indicator of regional economic development and competitiveness.This article discusses the relationship between the regional competitiveness of electrolytic aluminum production provinces and other factors under the constraints of the environment,and establishes the four elements of energy cost,raw material supply,labor market,and government policy.For Shanxi,Henan,Guizhou,Guangxi,A comparative study of the electrolytic aluminum industry in 6 provinces(autonomous regions)in Shandong and Xinjiang.And from the level of factor aggregation,establish the competitiveness evaluation index system of the main provinces of electrolytic aluminum production.Analyze and calculate the weight of various indicators and comprehensive evaluation scores,and analyze the competitiveness of electrolytic aluminum production in 6 provinces,clarifying that the electrolytic aluminum industry in China is facing serious problems such as overcapacity,high energy consumption and high pollution,and draws The following achievements and conclusions were made:In this paper,through a detailed analysis of the characteristics of the aluminum industry chain database,the results show that: China's bauxite resources are poor,ore quality is poor,and after many years of disorderly mining and severe damage,the grade continues to decline,resulting in insufficient bauxite resource support capabilities.Overall,China's alumina production capacity is relatively concentrated,and its production capacity basically matches the electrolytic aluminum production capacity,and the supply is sufficient.In addition,Xinjiang,which is rich in energy,and Shandong,which has a high proportion of self-provided power grids,have advantages in power costs.At present,the trend of domestic electrolytic aluminum production is shifting to regions with cheap electricity and large environmental capacity.Through the analysis of China's labor market,the results show that: Henan and Shandong,which are the most populous provinces,have sufficient labor resources and cheap labor.The labor resources and labor costs in Shanxi and Guangxi are at a medium level,while the labor resources in Guizhou and Xinjiang are seriously insufficient,Leading to higher labor costs.On the whole,China's labor resources are relatively abundant,but high-skilled and high-quality talents are obviously insufficient.In terms of government policy,based on the constraints of the ecological environment,the state has increased its control over the electrolytic aluminum industry,requiring local governments to shut down illegal production capacity and eliminate backward production capacity.In principle,it is not allowed to build or expand electrolytic aluminum production capacity.At present,the Shanxi and Shandong governments have established standards for the energy consumption limits of electrolytic aluminum enterprises.For electrolytic aluminum enterprises that exceed the energy consumption standards,severe measures such as punishment of electricity prices,production limit or suspension of production and rectification are adopted to reduce environmental pollution and damage and achieve electrolytic aluminum.Green sustainable development of the industry.Based on the above research,according to the problems in China's electrolytic aluminum industry,relevant countermeasures and suggestions are put forward.
