Resarch On The Marketization Mechanism Of Rural Waste Management In County A Of Henan Province

The rapid development of socialist market economy has greatly improved the living quality and consumption level of rural families.At the same time,the problem of "surrounding villages with garbage" began to appear,causing environmental pollution in rural areas,threatening the health of villagers and seriously restricting the sustainable development of rural areas.Since the 18 th national congress of the communist party of China(CPC),the CPC central committee with comrade xi jinping at its core has made solving problems concerning agriculture,rural areas and farmers the top priority in the party's work,and has put forward a series of new ideas,judgments and requirements on improving rural ecological civilization and protecting the ecological environment.All over the country,there has been an upsurge in the treatment of rural household garbage and the improvement of rural living environment.The rural living environment has been significantly improved.In the past,the phenomenon of "sewage relying on evaporation and garbage relying on wind" no longer exists.The eastern part of China has developed economy and good geographical conditions.Many rural areas in the central and western parts of China draw lessons from the mature rural household garbage treatment experience in the eastern part.However,due to the unbalanced economic and social development in the central and western regions and the complex and changeable geographical conditions,there are still some problems in the practice process of rural waste management.This paper focuses on the mechanism problems in the process of marketization by taking the rural garbage management as the entry point.Based on the theory of public goods and collaborative governance,the author adopts the methods of literature analysis and field visit.Taking county A of henan province as the research object,the marketization mechanism of rural household garbage treatment in county A was studied.Firstly,the paper introduces the background,construction process,measures and achievements of the implementation of market operation in rural garbage treatment in county A.Secondly by reference to literatures and field visit to obtain first-hand information,analysis of A county rural garbage governance mechanism of market-oriented responsibilities of each subject in the role and operation mechanism,as well as A county rural marketization of garbage management mode participation mechanism,financing mechanism and problems existing in the supervision and evaluation mechanism and the cause of the problem.Finally,through comprehensive analysis,the paper puts forward Suggestions on improving the marketization mechanism of rural household garbage management in county A.
