Typical Case Study Of Emergency Response To Environmental Incidents

As public awareness of environmental risks continues to increase,the frequency of group conflicts caused by environmental demands has increased.This type of environmental incident is sudden and urgent,with limited time and information resources available,and a greater social risk.Moreover,the accuracy of its development towards the prejudgment is low,which is likely to cause major social impact.Under such circumstances,the occurrence of mass incidents has higher requirements for the procedures,policies,and methods of emergency response.It is for this reason that the government needs to improve its emergency response capabilities and improve the response mechanism to effectively resolve its trust crisis.And through the powerful command execution to accelerate the alleviation of public crises,quickly reduce the impact of the incident,to avoid further fermentation of the incident to accelerate the resolution efficiency of the incident.In order to explore the effective public decision-making and emergency response mechanism for the emergency response of environmental incidents,it can effectively help the resolution of environmental incidents.Based on the theories of government emergency management,new public management theory,participatory democracy theory,etc.,this article takes Yuhang Zhongtai Incident and Xiamen px Project Incident as examples for analysis.Through the perspective of typical cases and comparative analysis between the cases,it is found that the two cases have differences in objective factors such as public opinion environment and project attributes in the handling of environmental events.On this basis,the public satisfaction of government response,decision-making participation,and information disclosure through field research and data analysis is an important influencing factor of project support rate.To improve the effectiveness of emergency response to environmental incidents,a positive government response,effective public participation in decision-making,and proactive information disclosure are required.Although the two cases have bright spots in emergency response,there are problems in planning and decision-making procedures,government response,conflict resolution mechanism,emergency response,laws and regulations system,etc.in public decision-making and emergency response to environmental incidents.Therefore,this paper proposes countermeasures and suggestions for the effective public decision-making of environmental events and the optimization of emergency response mechanisms throughtheoretical thinking in terms of governance model innovation,multi-agent participation,and decision checks and balances.
