In recent years,the Guanzhong region has experienced rapid economic development,rapid population growth,and frequent occurrences of water pollution incidents across municipal boundaries.The water environment problems caused by excessive water consumption and sewage discharge have also become more serious.The relationship between the impact of water pollution transfer across transboundary sections is too vague,and it is difficult to meet the needs of water resources assessment is the key issue of the current governance of transboundary water pollution in China,so the simulation of the impact of water pollution transfer across the boundary of the main stream of the Weihe River has broken the rigidity of the current water resources assessment management The dilemma of chemical and transboundary water pollution control is of great significance.In this paper,starting from the current situation of water pollution across the Weihe River mainstream,taking the problems of the water quality model in specific applications as an entry point,based on this,the water pollution transfer impact model and pollution compensation model for the Weihe River mainstream city boundary section under different application scenarios are established.And based on the visual integrated platform,the Weihe River main stream water pollution transboundary transfer effect and compensation simulation system was developed,which can realize time scale adjustment,basic data entry,modification of hydrological calculation conditions,calculation of concentration transfer effect,and calculation of excess standard concentration transfer effect.And the calculation of water pollution compensation and other functions.The main research content is:(1)Analysis on current situation and existing problems of water quality and quantity in Weihe River Basin.Through analysis,we can find that the total amount of water resources in the Weihe River Basin is seriously insufficient,the amount of surface water resources has decreased,and the water consumption by residents has increased year by year;The water quality of some sections has exceeded the standard in some months,but the water quality of the section has been improved compared with previous years.The current water quality assessment is basically up to the standard,but it is still necessary to continue to strengthen and strengthen the control and management of water quality,so as to ensure the water quality of the Weihe section Consistent compliance.(2)Research on the influence model and compensation model method of water pollution transfer in the main stream of the Weihe River.Because the extent and scope of transboundary water pollution are difficult to quantify,the division of water pollution responsibilities is unclear and difficult to define,and the traditional water quality model has poor versatility in practical application and is difficult to adapt to changes in water resources assessment needs.Thus,two model application scenarios were established and established The influence model of water pollution transmission in the city boundary section of the main stream of the Weihe River was combined,and the parameters were calibrated in combination with the hydrological conditions of the Weihe River.Through the simulation calculation,the contribution value and contribution rate of the pollutant concentration in the city boundary section by the urban sewage discharge and water consumption were obtained.The extent and scope of the transmission of cross-border cross-sections are quantified,which facilitates the definition and division of water pollution responsibilities and facilitates water pollution management and control.Combined with the pollution contribution rate and the Weihe water pollution compensation standard,a transboundary water pollution compensation model and method has been established,which is of great significance to the implementation of water pollution compensation.(3)Impact of water pollution transfer and compensation simulation in different scenarios.Based on the three water quality models,combined with the relevant data of the main stream of the Weihe River,the established water pollution transfer impact model is used to perform simulation calculations at 50%,75%,and 90%of the design frequency.It mainly compares and analyzes the results of concentration transfer and over-standard concentration transfer in two scenarios,the typical year and the year-the driest month,and the calculation results of different level years.The concentration transfer effect is divided into cross-sectional concentration Calculation,the calculation of the contribution rate of each urban area to the concentration of the city boundary and the calculation of the water pollution compensation.The transmission effect of the excess concentration concentration is divided into the excess water diversion,the calculation of the change in the concentration of pollutants caused by the excess discharge and the amount of compensation for excess water pollution.By quantifying the responsibilities for exceeding/reaching the standards in each urban area,it is convenient to define the liability for damage,which is conducive to the implementation of the "three red lines" and the assessment of urban water resources management.(4)Research on the simulation system of the influence and compensation of transboundary water pollution in the main stream of the Weihe River.Adopt JAVA programming,Web Service technology,component technology and visualization tools,and use information means to build a simulation system on the knowledge visualization integrated platform for simulation experiments.The system can quickly select and modify the time scale,scenario mode,model method,design frequency,frequency arrangement method,important parameters,and pollutants according to the needs.It can dynamically simulate and calculate the impact of water pollution transfer on the city boundary section,effectively solving the practical application of the water quality model The problems of poor operability,poor adaptability and difficulty in responding to dynamic changes based on development needs are conducive to information sharing and rapid joint decision-making between transboundary water pollution between urban governments,and compensation for transboundary water pollution events can be timely dispose.
