Research On The Performance Evaluation And Influential Factors Of Credit Support To Agriculture In China From The Perspective Of Green Development

For a long time,as the "ballast stone" of Chinese economy,agriculture has been the object of our country's vigorous support and development.With the uncertainty of economic development brought about by the continuous changes in the global situation,agricultural development is also facing new challenges.How to ensure the sustainable development of agriculture under the general situation of slowing economic growth and comprehensive poverty alleviation,Promoting the continuous increase of farmers' income,improving the dual economic structure of urban and rural areas,ensuring the steady implementation of rural revitalization,and accelerating the construction of a comprehensive well-off society are issues that need to be further explored.As a key input element of agricultural production,credit funds are of indescribable importance for the development of the agricultural industry and the continued increase in farmers' income.At the same time,taking into account the increasingly deteriorating environmental problems of extensive agricultural production,urban and rural residents continue to raise awareness of the protection of rural arable land,water resources,and ecological environment.The rural environment urgently needs to be comprehensively improved.Rural environmental governance should also expand Proportion in the performance evaluation system.Therefore,how to evaluate the output efficiency of agricultural credit under the win-win situation of environment and development is the core issue discussed in this article.Based on the background of green perspective,this paper first sorts out the domestic and foreign research status of credit support agriculture from the perspective of green development,clarifies the research goals and ideas,summarizes the main research content and methods;Under the theoretical support,the concepts of credit support agriculture and green credit support agriculture performance were defined,and a deductive analysis of the specific formation path of green credit support agriculture performance was conducted to clarify the correlation mechanism between credit,agriculture and environment;Investigate the stages of development,and describe the statistical analysis.In recent decades,China's provincial-level agricultural credit and other agricultural factors inputs,expected output and undesired output changes;through the "two-stage method " research ideas further empirical research on the influencing factors of credit supporting agriculture performance,using the super-efficient SBM model and the Malmquist-Luenberger index that use carbon emissions in agricultural production as undesirable output,from static and dynamic perspectives The performance of credit support for agriculture in various provinces(municipalities or autonomous regions)in China from 2000 to 2017 was measured.Then use the Tobit model to analyze the influencing factors of the performance of my country's green credit supporting agriculture,and get relevant conclusions and policy recommendations based on this.Through the summary of the full text,the research conclusions obtained in this paper are:(1)Theoretical research shows that: compared with traditional agriculture,the agricultural production model under the perspective of green development puts green,recyclable,and sustainable in an important position.A reasonable agricultural production model should generate feedback for the ecological sector;After pollution was included in the credit support performance evaluation system,the system was able to meet the large perspective of green development and was further perfected;agricultural credit supply institutions guided the flow of credit funds through risk identification,etc.through feedback on green credit support performance,and optimized agricultural credit market structure.(2)Empirical research shows that the current agricultural pollution emissions and the total agricultural output value of various provinces and cities in China have strong regional consistency;from the average performance of green credit supporting agriculture from 2000 to 2017,only Shanghai,Qinghai,Hainan,Beijing are located in the effective range,and the remaining provinces and cities have a lot of room for improvement.Over time,the overall performance of green credit supporting agriculture at the national level has improved.The eastern region is better than the western region,and the western region is better than the central region.The proportions of provinces and cities that reached the effective range in the eastern,central and western regions were 36.4%,12.5% and 27.3%,in 2017 respectively.Through dynamic green credit performance analysis of supporting agriculture,we can see that due to the lack of efficiency of technological progress in the central region,it behind the eastern and western regions;the performance of green credit supporting agriculture is significantly influenced by factors such as regional economic development level,regional rural human capital level,urbanization level,industrial structure and other factors,and since the 18 th National Congress put forward the concept of green development It also promotes it.On the contrary,the dualization of urban and rural areas will significantly reduce the performance of green credit in supporting agriculture.Starting from the research conclusions,the paper gives relevant policy recommendations based on the goals of improving the efficiency of agricultural credit funds,optimizing agricultural green development models,and improving the ecological environment:(1)Promoting the optimization of the structure of agricultural input factors is conducive to reducing agricultural inefficiencies,Improve the efficiency of agricultural green production in various provinces.(2)In view of the interaction between credit,agriculture and the environment,it is possible to give full play to the selection and guiding role of agricultural credit by implementing a credit policy that guides green development,so that the development path of agriculture can move in the direction of green,efficient and environmental protection.(3)Increase the cultivation of agricultural talents,become rural practical talents with green development concepts and master green production technology skills,and drive others to develop green production.(4)Incorporate agricultural non-point source pollution,that is,carbon emissions during agricultural production,as a negative output of agricultural production into the agricultural output inspection system,and comprehensively measure the harmless treatment of agricultural pollutants to achieve zero emissions or zero Comprehensive green agricultural output performance under polluted conditions.
