As an important city in the underdeveloped western region,Shaanxi Province has increased energy consumption and produced a large number of pollutant emissions while vigorously developing its economy.Therefore,energy conservation and emission reduction have become an inevitable requirement for the development of low-carbon economy in Shaanxi Province,which must focus on energy conservation and emission reduction.How to achieve the goal of energy conservation and emission reduction and achieve high-quality economic development has become a key issue of social concern.Based on the analysis of the current situation and potential of energy conservation and emission reduction in shaanxi province,this paper tried to study the regional differences and convergence trend of energy conservation and emission reduction efficiency in shaanxi province,so as to provide policy suggestions for the transformation of low-carbon economy and energy conservation and emission reduction work in shaanxi province.So,This paper firstly used STIRPAT model and scenario analysis to analyze the future energy saving and emission reduction potential of shaanxi province.Secondly,the Super-SBM model and the global malmquistluenberger(GML)index method were used to analyze the regional differences and internal driving factors in the energy conservation and emission reduction efficiency of cities in shaanxi province from a dynamic and static perspective.Finally,the convergence model was used to analyze the regional convergence of energy saving and emission reduction efficiency in shaanxi province.The results showed that :(1)there was a long-term equilibrium relationship between energy consumption,economic growth,capital stock and labor force in shaanxi province,and it has great potential in energy structure adjustment and pollution reduction;The reasonableness of energy structure was on the rise,and there were some deficiencies in energy development planning.Under the medium speed of population control,economic growth and urbanization,accelerating the adjustment of energy consumption structure and optimizing industrial structure will help the peak of carbon emission come as soon as possible.(2)From a static perspective,the overall efficiency of energy conservation and emission reduction in shaanxi province has not reached an effective state;The efficiency value of energy saving and emission reduction was the same as the technological progress index.From the perspective of scale compensation,Shaanxi province as a whole was in the stage of factor-driven economic growth.From the dynamic point of view,the efficiency of energy saving and emission reduction progress was relatively slow.In order to achieve the optimal production frontier,the efficiency of energy saving and emission reduction needs to start with the technical preference of economic scale and coordinate the interaction between technological progress and economic scale.(3)The energy saving and emission reduction efficiency of shaanxi province showed the evolution characteristic of "overall divergence and local convergence";In the future,accelerating the economic development speed,rapidly adjusting the secondary industry structure,increasing the degree of opening up to the outside world,and increasing the threshold of controlling foreign investment will help to reduce the difference in the efficiency of energy saving and emission reduction.
