Research On The Impact Of The Implementation Of Laws And Regulations On The Classification Of Rural Household Garbage On The Living Environment

Improving the living environment in rural areas is the foundation and key to rural revitalization and development.Rural vitalization is embodied in various aspects,such as flourishing industry,ecological livability,local culture,effective governance,and prosperous life.Among them,the ecological livability is the basic condition for the prosperity of the industry,the connotation feature of the rural civilization and the rich life,and the important symbol of the effective rural governance.Under the role of the beautiful countryside construction promoted by the government,the rural living environment in China has been improved obviously,but there are still problems of uncoordinated and unbalanced regional development.The classified treatment of rural household garbage is the basic project to improve rural living environment.The classified management of rural household garbage is mainly influenced by external institutional constraints and internal villagers' behavior.From the perspective of the implementation of laws and regulations,it is of great theoretical and practical significance to study the mechanism of the impact of the implementation of laws and regulations on the classification and treatment of rural household garbage.This paper focus on rural governance issues they sort the garbage,based on the theory of system of execution of public policy theory,establish "laws and regulations,code of conduct,rural living environment" research analysis framework,the questionnaire survey of 21 village,jinhua city,zhejiang province,229 villagers sample data,using correlation analysis,hierarchical regression model analysis and typical case study,analyses the rural living garbage classification and compliance to improve rural living environment effects and its mechanism of action.Main research conclusions:1)For the good results achieved in the classified treatment of rural household garbage in jinhua,the local laws and regulations formulated play an important role in the effective implementation.Jinhua rural garbage sorting "two quartering,trash,don't fall to the ground,on-site recycling" governance scheme and technical process,good effect was obtained,not only because of scientific management,the main reason is that more developed to match and be able to effectively perform system and local laws,and this is one of the important experience of jinhua rural garbage classification management and is worth of learning around the important place.2)The main reason for the effective implementation of the laws and regulations on the classification and treatment of rural garbage in jinhua is that the laws and regulations endow the relevant subjects of the classification and treatment of rural garbage with responsibilities and rights and related link resources.Jinhua rural garbage classification management system of relevant laws and regulations,clearly gives the cities and counties,the township,the village grass-roots level related executive main body of rights and responsibility,given the publicity and education,organization work and daily application implement links to related resources,make relevant subject laws are laws,relevant link has the resources to support the execution.3)The implementation of laws and regulations on garbage classification in rural areas in jinhua is carried out through the logical mechanism of "law enforcement structure(structure)--regulation of villagers' behavior norms(behavior)--improvement of rural living environment(goal)".That is,through the functional structure and behavioral regulation of the relevant elements of law enforcement(publicity,interpretation,organization,daily application,reward and punishment,etc.),the rural living environment is directly improved and the rural living environment is indirectly improved by regulating the behavior norms of villagers.According to the paper research conclusion,this paper put forward from the perspective of institutional guarantee and improve rural garbage classification management countermeasures,namely,formulate scientific and reasonable,accord with the actual system of rural garbage classification management regulations,to give cities and counties,villages and towns and village grass-roots related subjects at every level,conduct propaganda in accordance with the law interpretation,organization work and daily application of rights and responsibility,make rural garbage classification management related main body and related links are laws,has the resources can be guaranteed.From the perspective of law enforcement,this paper puts forward some Suggestions to optimize and improve the rural living environment.Second,improve the system and strengthen the organizational working mechanism;Third,optimize the daily application paradigm of rural garbage management;Fourth,the use of more humane means of punishment and reward.
