The Roles Of Environmental Supervision On Manufacturing Structure Promotion

In today's society,more and more emphasis on the importance of environmental protection,in order to protect these mountains,a certain intensity of environmental protection supervision is essential.Environmental protection regulation will bring some costs to manufacturing enterprises,it will also force manufacturing enterprises to make technological progress to some extent,which may have an effect on the upgrading of manufacturing structure.Therefore,this paper conducts a detailed study on the impact of environmental regulation on the upgrading of manufacturing structure.Firstly,based on China's inter-provincial panel data from 2001 to 2016,this paper adopts the random effect model to analyze the impact of environmental regulation on the upgrading of manufacturing structure.Secondly,from the perspective of technological innovation,this paper analyzes whether there is "regulatory effect" and "intermediary effect" in the process of environmental regulation affecting the upgrading of manufacturing structure,and further investigates the mechanism of environmental regulation affecting the level of technological innovation.Finally,the method of grouping regression was used to analyze regional heterogeneity in eastern,central and western regions,and then the threshold effect model was used to test regional heterogeneity with environmental regulation and technological innovation as threshold variables.The main conclusions of this paper are as follows: on the whole,environmental protection regulation can effectively force the upgrading of China's manufacturing structure;the effect of environmental protection regulation on the upgrading of manufacturing structure in different regions is spatially heterogeneous,and there is a mediating effect of technological innovation in the process.First,at the national level,high intensity of government environmental supervision and good public awareness of environmental supervision are conducive to promoting the upgrading of the manufacturing structure,that is to say,environmental supervision can effectively force the upgrading of China's manufacturing structure.Second,based on the level of technological innovation,environmental regulation has a moderating and mediating effect on the upgrading of the manufacturing structure.In addition,environmental regulation can affect the level of technological innovation through cost effect and scale effect.Third,there is obvious regional heterogeneity in the roles of environmental supervision on manufacturing structure promotion.Only the environmental regulation in the central region can significantly promote the upgrading of the manufacturing structure in this region.Although the eastern and western regions have certain promoting effects,they are not statistically significant.Fourth,for the environmental protection regulation effect on the manufacturing industry structure upgrading forms,from across the nation as a whole,the government environmental regulations affect manufacturing single threshold effect exist in the process of the structure of the upgrade,namely with the augmentation of the intensity of environmental regulation,government environmental regulation intensity structure upgrade of manufacturing to the positive effect of reversed transmission increase after decreases.From the perspective of regions,in the eastern region,there is a threshold effect of technological innovation level,and the effect of government environmental supervision intensity on the upgrading of the manufacturing structure presents a non-significant double-threshold feature of promoting first and then inhibiting.However,for the central and western regions,there is no threshold effect in the process of structural upgrading affected by government environmental regulation...
