Research On Cooperation Of Environmental Law Enforcement In Guangdong-Hong Kong-Macau Greater Bay Area

With the increasing cross-regional environmental pollution problems,the Guangdong-Hong Kong-Macao Greater Bay Area has become closer in cooperation in environmental governance,although the Guangdong-Hong Kong-Macao Greater Bay Area has conducted many years of attempts at environmental law enforcement cooperation and has achieved some Effective progress,but in the context of the special political and legal systems in Guangdong,Hong Kong and Macao,there are still many obstacles to the development of cooperation,and the cooperation mechanism still needs to be further improved.This article first analyzes the theory of cross-regional environmental administrative law enforcement cooperation and the model of environmental administrative law enforcement cooperation in the Guangdong-Hong Kong-Macao Greater Bay Area,and defines the concept of cross-regional environmental administrative law enforcement cooperation.This paper believes that unlike traditional environmental administrative law enforcement,cross-regional Environmental administrative law enforcement cooperation emphasizes the importance of cooperation,which is manifested in the effective establishment of various cooperation mechanisms between the cooperation subjects.After that,the main mechanisms and basic functions of cross-regional environmental administrative law enforcement cooperation are discussed,and the analysis of the Guangdong-Hong Kong-Macao University The differences in the law enforcement systems between the three regions in the Bay Area and the basis for the three regions to carry out environmental law enforcement cooperation;afterwards,combined with the previous theory,the current environmental cooperation mechanisms in the Guangdong-Hong Kong-Macao Greater Bay Area are analyzed,as well as the current lack of environmental cooperation in the Bay Area Afterwards,measures to improve the cooperation mechanism of environmental administrative law enforcement in the Guangdong-Hong Kong-Macao Greater Bay Area were proposed for the existing problems in the environmental cooperation mechanism in the Greater Bay Area.The recommendations are to improve the information sharing mechanism,establish a benefit sharing and compensation mechanism,establish a joint emergency response system for regional environmental incidents,unify environmental standards and law enforcement procedures,and improve intergovernmentalenvironmental cooperation agreements to protect the environmental administration of the Guangdong-Hong Kong-Macao Greater Bay Area Cooperation in law enforcement goes smoothly and functions effectively.
