While pursuiting economic development, various industries will also cause a certain degree of damage to the ecological environment. Therefore, the government has issued a series of environmental protection policies to restrict it.Under this policy background, how to achieve a win-win situation of environmental protection and economic growth has become a focus of attention and discussion in various fields. The construction industry plays an important role in China's national economy and belongs to a high-polluting and high-energy-consumption industry.Based on this, this article selects the construction industry as the research object and explores the impact of environmental regulation on the green total factor productivity of the construction industry, with a view to providing the theoretical basis and practical guidance for the government to formulate guidelines and policies for the environmental regulation of the construction industry and construction enterprises to respond to environmental regulations.Relying on the panel data of 30 provinces and cities(excluding Tibet)in mainland China from 2007 to 2016,the green total factor productivity(CGTFP)of the construction industry and its decomposition indicators were calculated based on the SBM-GML model, examined its dynamic evolution law at the national and sub-regional;This establishes a theoretical analysis framework that includes direct and indirect effects to study the impact mechanism of environmental regulation on CGTFP.which uses CGTFP as the explanatory variable, environmental regulation intensity as the explanatory variable, introducing the square term of environmental regulation and the cross terms of environmental regulation and technological innovation level, environmental regulation and foreign direct investment to build a panel regression model. An empirical analysis of the country, central, western and eastern regionsThe research results show that:first, the technical efficiency and technological progress of the construction industry are the driving forces for CGTFP growth, and there is regional heterogeneity in the growth of CGTFP;second, the direct impact of environmental regulations on CGTFP is non-linear and regional Heterogeneity;third, the level of technological innovation and foreign direct investment play a regulatory role in the impact of environmental regulations on CGTFP,and there are regional heterogeneity in the regulatory effects.Based on the above research results, corresponding suggestions are given from the two perspectives of the Chinese government formulating relevant environmental regulation policies for the construction industry and the corporate response to environmental regulation policies.
