Research On The Measurement And Promotion Mechanism Of Industrial Green Development In Jilin Province

Industrial green development refers to actively adopting green production methods such as environmental protection and energy saving in the industrial production process to improve resource utilization efficiency and expand the production of energy-saving and environmentally friendly products.In order to change the extensive consumption of resources and the serious damage to the ecological environment caused by the extensive economic growth model,China has made industrial green development one of the main goals of deepening the reform of the economic system.In 2015,China proposed the "Made in China 2025" plan,promising to accelerate the construction of a green manufacturing system.The 2016 "Industrial Green Development Plan(2016-2020)" was released,clearly setting out the goals and main indicators for industrial green development by 2020.Subsequently,Jiangsu,Hebei,Shandong,Shanghai and other regions successively formulated the 13 th Five-Year Plan for green industrial development.In response to the national call,in recent years,Jilin Province has also closely focused on green industrial development,focusing on creating a green manufacturing system,focusing on promoting manufacturing energy conservation,clean production and comprehensive utilization,and constantly promoting new processes,new technologies and new equipment,and comprehensively upgrading industrial enterprises Green Manufacturing Construction Capability.This article has conducted in-depth research on the level of industrial green development and its promotion mechanism in Jilin Province.According to research background and research status,first defines and reviews the relevant concepts and basic theories of industrial green development;Then,the current state of the development of Jilin Province’s industrial economy and green industry is explained in detail.Third,using the Super-SBM DEA and Malmquist index to measure the industrial green development level of Jilin Province from 2006 to 2017,it is concluded that the industrial green development level of Jilin Province is low and lags far behind other regions in China.Fourth,the current problems of industrial green development in Jilin Province are mainly related to the deficiencies in related laws,regulations,policies and infrastructure,the slow development of green technology innovation in enterprises,and the evaluation of enterprise green development needs to be improved.Fifth,according to the current problems of industrial green development,this article sets the goals and principles of the promotion mechanism and specifically designs the guarantee mechanism,power mechanism and evaluation mechanism.
