| Anhui Province has many types of minerals and rich reserves of mineral resources.Although many years of mining activities have greatly improved the overall level of the national economy,it has also caused increasingly serious environmental problems in mines.With the accumulation of time,the mining environment has continued to deteriorate,and a series of social and economic problems have gradually erupted.Today,the geological environment of the mine has begun to restrict the sustainable development of the mining economy in the reverse direction,and at the same time,it has caused huge Threat.In recent years,many scholars at home and abroad have begun to carry out a large number of theoretical and practical studies on mine geological environmental protection and governance.The results show that systematic and scientific evaluation of mine geological environmental protection and governance can play an important role in the government's planning of mine geological environmental protection and governance.Function,so it is very important to construct a systematic,scientific,reasonable and practical evaluation index system.This paper studies the comprehensive evaluation of mine geological environmental protection and governance in Anhui Province,comprehensively collects data,including investigating regional geological environment background,analyzing major mine geological environment problems,etc.At the same time,combining with domestic and foreign research results,a more comprehensive evaluation index system is constructed(It is divided into 2 major types,5 major parts,15 indicators).The weights of 2015 status and 2020 planning indicators are determined by the analytic hierarchy process and analyzed by fuzzy comprehensive evaluation to obtain multi-factor fuzzy evaluation results Finally,comprehensively combining various factors,we put forward relevant suggestions on mine geological environmental protection and governance.The article mainly draws the following conclusions:(1)The main mine environmental problems in Anhui Province are divided into four categories: mine geological disasters,destruction of topography and landscape and damage to land resources,damage to groundwater and aquifers in mining areas,and environmental pollution caused by mine development.(2)According to the results of the 2015 fuzzy comprehensive evaluation,from theperspective of the target layer,the maximum degree of membership of the mine geological environmental protection and governance evaluation in Anhui Province belongs to the "good" level,indicating that the protection and governance work has achieved relatively satisfactory results.;Judging from the criterion layer,the maximum membership degree obtained by mine geological environmental protection belongs to the "good" level in the collection,and the maximum membership degree obtained by mine geological environmental management belongs to the "general" level in the collection,indicating that although comprehensive The evaluation results are ideal,but there are still deficiencies in the improvement of mine geological environment in Anhui Province that need to be improved;comprehensive evaluation of the 2020 planning index,from the criterion level to the target level,the evaluation results of the planning year indicators are "good" The level indicates that the indicator has guiding significance for the mine geological environmental protection and governance in Anhui Province.Combining the evaluation of specific indicators to make appropriate adjustments in the future planning year may achieve better results during the planning period.(3)Comprehensive evaluation results and major mine geological environment issues,put forward several suggestions for mine geological environmental protection and governance in Anhui Province: implement mine geological environmental protection and governance responsibilities;establish mine geological environmental impact assessment system;establish mine geological environment permit Certification system;establishment of mine geological environmental protection and governance supervision and inspection system;establishment of preferential tax and fee policies;attention to team building;strengthening management innovation;strengthening law enforcement.This paper uses a combination of qualitative and quantitative methods to study and analyze the comprehensive evaluation of mine geological environmental protection and governance in Anhui Province.The conclusions obtained can provide some ideas and references for the development of mine geological environmental protection and governance in Anhui Province. |
