A Study On The Effect Of Rural "Coal To Gas" Policy From The Perspective Of Public Policy

Shijiazhuang City is the political,economic and cultural center of Hebei Province and an emerging industrial city in North China.With the rapid economic development and the improvement of people's living standards,the air pollution situation in Shijiazhuang is becoming more and more serious,which has a serious impact on urban residents and the ecological environment.In February 2017,the country listed the "2+26" cities as the first batch of implementation areas for the winter clean heating plan in the northern region.Shijiazhuang City successively implemented the "coal to gas" policy and launched a large-scale "coal to gas" project.Heat supply has achieved full coverage of clean energy,mainly natural gas.Through the implementation of the "coal to gas" policy,the ambient air quality in Shijiazhuang has improved significantly,the emissions of atmospheric pollutants such as sulfur dioxide and smoke have dropped significantly,the city's energy structure has undergone major changes,and public satisfaction with environmental governance has increased significantly.In order to have a deeper understanding of the effect of the "coal to gas" policy implemented in the g district of Shijiazhuang,I conducted on-the-spot investigation and argumentation in the course of my research,interviewed many people in the industry,and collected a large amount of data and data,in order to objectively and comprehensively analyze and evaluate the implementation effect of the "coal to gas" policy in g district of Shijiazhuang,we take the policy benefit elements and the policy response degree as the evaluation criteria,through the comparative analysis of the Air Quality and the impact of residents' life before and after the implementation of the "coal to gas" policy in the g district of Shijiazhuang,the paper comprehensively draws the conclusion of the policy effect evaluation,according to the conclusion of the evaluation,the author puts forward some countermeasures and suggestions to improve the policy effect.Through careful research,the following three conclusions were drawn: First,the impact of the implementation of the "coal to gas" policy on the air quality in the G District of Shijiazhuang City.The implementation of the "coal to gas" policy has increased the numberof days with good air quality year by year,and the annual average concentration of atmospheric particulate matter PM2.5 has decreased.The second is that the implementation of the "coal to gas" policy has both positive and negative impacts on the lives of residents in District G of Shijiazhuang City.The positive impact is the implementation of the "coal to gas" policy,which has significantly improved the living environment of farmers,improved the health of farmers to a certain extent,facilitated the lives of residents,and completely solved the gas poisoning caused by coal burning in northern winter Problem;The negative impact is the implementation of the "coal to gas" policy,which has caused a substantial increase in the cost of living and insufficient natural gas supply,affecting heating in winter and hidden safety concerns.Third,through investigation and research,it was found that the vast majority of residents still recognized,satisfied,and took a positive attitude towards the "coal to gas" policy.While evaluating and analyzing the positive effects of the "coal to gas" policy,it also sorted out the three areas in which residents were most satisfied with the policy,namely,good heating effects,improved living environment,improved air quality and the most dissatisfied aspects,namely heating The cost is high,the gas source is unstable,and the safety is not guaranteed.In order to solve the negative impact of the "coal to gas" policy,targeted countermeasures were proposed to improve the implementation of the "coal to gas" policy,that is,to reduce the cost of living after gas conversion,formulate supporting policies,stabilize the gas source,and ensure gas heating Safety.
