In recent years,the construction of highway in Jilin province has developed rapidly At present,the length of highway open to traffic in Jilin province has reached 3,582 kilometers,and it is expected that the length of highway open to traffic in Jilin province will reach more than 4,000 kilometers by 2020.When inclement weather occurs,highways are closed,which causes great inconvenience to people.However,under inclement weather conditions,especially the snow and ice weather common in winter,the highway will be freezing,and the vehicle will drive in accordance with the speed limit required under normal conditions,which will easily lead to accidents.If the driver slows down the speed and drives slowly,it will disturb the driving order on the highway,thus creating new safety hazards.In order to reduce the accident rate and ensure the safety of the public,the closure of the highway has become a "good measure" for traffic managers to deal with the bad weatherHowever,when the inclement weather occurs and the highway is closed,most of the vehicles that need to travel will choose to travel on the secondary road with more complex road conditions,such as provincial highway.In this case,no matter the road condition,road capacity or emergency rescue support capacity of this type of secondary highway can not be compared with the highway.A lot of traffic accident and the tragic scene of the accident send a bloody rebuke to management,it also makes us further reflection:is it possible to guarantee the driver's personal and property safety to the maximum extent by optimizing the management pattern,can we find the management balance that can make the driver travel smoothly and ensure the safety of driving,which can achieve the highway in inclement weather conditions,not only to maintain the road capacity to meet people's travel needs,but also to effectively prevent and reduce traffic accidents to meet the traffic order management needs,and achieve a win-win situation between them.In order to effectively deal with the adverse effects of inclement weather on highway management,it is possible to use dynamic speed limit system to induce traffic without road closure by developing a dynamic speed limit management system and adding dynamic speed limit signs to limit the maximum driving speed of vehicles in inclement weather.With the improvement of intelligent transportation concept and technology,the intellectualization of highway has become the trend of highway development.Compared with the previous highway management,the intelligent highway can reasonably control and distribute the traffic under the limited traffic supply capacity,and this kind of modern management mode has also become the first choice way to deal with the highway traffic problems in the world.It should be pointed out that the implementation of dynamic speed limit management on highways in inclement weather seems to be only an auxiliary means applied in road order management,and it does not need a lot of detailed research.However,in fact,this measure requires the cooperation of multiple departments from the initial investment,to the mid-term implementation,and to the later application.The administrative subject involved in this measure,as well as the current management situation and personnel adjustment of the department,and the reform trend of the country all affect the implementation of this measure.You can say,"pull one hair and the whole body is affected."Therefore,when discussing whether Jilin province can achieve this management goal,it is necessary to make a detailed analysis of the status quo of the management subject involved in this measure,make a clear investigation of the existing problems,and fully demonstrate the feasibility and application of this measure according to more detailed and accurate data content.On that account,this paper is based on the highway speed control method and the basic theory research,highway in Jilin province as the research object,and studies some basic theories of highway management in inclement weather.Through analyzing the inevitability of realizing dynamic speed limit management on Jilin expressway under inclement weather conditions,focusing on the current situation of expressway management in Jilin province and analyzing the existing problems in the current management,put forward to adapt to the Jilin province highway management measures,and sublimates the safety guarantee and operation management of the highway from experience to rationality in inclement weather in Jilin province.So as to reduce the frequency of highway closure under inclement weather conditions,improve the capacity of traffic while effectively reducing the incidence of traffic accidents,to ensure the safety of the public travel purposes.By enriching and improving the highway traffic management system in Jilin province and increasing the operating income,the paper provides practical reference for improving the overall level of highway operation safety under inclement weather conditions in China.
