Study On Compensation For Ecological Environment Damage In Mineral Exploitation In Inner Mongolia Grassland Area

Among the 140 kinds of minerals that have been identified in the world,128 kinds of minerals have been found in Inner Mongolia,which is a mineral resource enrichment area.By 2018,the reserves of retained resources ranked the first in the country in 18 kinds,the top three in 47 kinds,the top 10 in 92 kinds,and a considerable part of the per capita possession of minerals is more than twice the national average.However,in the process of promoting social and economic development relying on mineral resources development,it is inevitable to accompany the damage to the ecological environment.Under the guidance of economic benefits brought by mineral resources development,the destruction of ecological environment is becoming more and more serious.When there are profound contradictions between economic benefits,ecological environment benefits,people's survival and economic and social development,it is more and more important to delay and repair environmental damage through the implementation of compensation system to ensure people's production and life.How to construct an ecological damage compensation system with clear responsibilities,smooth ways,technical norms,strong safeguards and adequate compensation has attracted extensive attention of the state and people.In this paper,the compensation system of ecological environment damage in mineral exploitation in Inner Mongolia is studied.This paper is divided into seven parts.The first part describes the research background,research significance,research methods and research summary at home and abroad.The core is to highlight the characteristics and problems of domestic and foreign research,and establish the basis and premise of this study.The second part is the introduction of the basic situation ofecological damage caused by the exploitation of mineral resources in Inner Mongolia,which is discussed from the aspects of natural environment and social environment.The third part analyses the relevant policies of the current system of compensation for damages.The fourth part mainly analyses the problems existing in the environmental damage compensation system of mineral exploitation in Inner Mongolia,especially summarizes the imperfect evaluation system of compensation appraisal,the unclear evaluation system,the inadequate management mechanism of repair compensation fund,the single type of supervision competition and social sharing.The fifth part combs the practices and relevant advanced experience of the compensation system for ecological environment damage at home and abroad,mainly analyses the relevant systems of the United States,the European Union and Japan,and studies the specific implementation of Shandong,Zhejiang and Yunnan in China.On this basis,the successful experience has been summarized from the aspects of legislation,responsibility,law enforcement,compensation methods and so on.All these provide a reference basis for the improvement and construction of Inner Mongolia's ecological environment damage system.The sixth part puts forward relevant suggestions on improving the ecological environment damage compensation system of mineral exploitation in Inner Mongolia at the present stage.This paper puts forward some suggestions on perfecting the environmental damage compensation system of mineral exploitation in Inner Mongolia from the aspects of legislative guarantee,perfection of evaluation technical standards,establishment and perfection of appraisal and evaluation system,establishment of litigation channels and construction of social sharing mechanism.The last part is the conclusion.
