Study On The Measurement And Optimization Of Green Development Level Of Industry In Shanxi Province

At the Fifth Plenary Session of the 18 th CPC Central Committee,green development was included in one of the five development concepts of our country.The 19 th CPC National Congress also emphasized that“Now we need to build a green modernization,comprising the harmony between man and nature.We should not only create more material and spiritual wealth to meet people’s expanding needs for a better life,but also provide more high-quality ecological products to meet people’s ecological environment needs.Green development model has gradually become a development path that people choose when dealing with the worldwide problems such as resource waste,population explosion and environmental pollution.Different provinces have different levels of industrial green development due to different resource endowments,development basis,policy inclination and so on.In the perspective of green development,we should take a differentiated and optimized development path.As a large energy province with coal and coke as the main driving force of economic development,Shanxi Province,under the influence of long-term traditional production mode,has led to a large number of energy consumption,environmental quality deterioration,industrial structure imbalance and other problems.Under the multiple pressures of promoting the solution of coal and coke overcapacity,achieving steady economic growth and increasing environmental protection,the task is arduous for Shanxi Province in the middle stage of industrialization.What are the shortcomings of the existing development mode and what measures should be taken to achieve the goal of green development? In order to have a targeted target and implement more targeted countermeasures,it is necessary to measure the level of industrial green development in Shanxi Province.In addition,the construction,measurement and corresponding countermeasures and suggestions of the evaluation index system of industrial green development in Shanxi province have certain reference value for the future industrial green development of the surrounding resource-based areas.This paper summarizes and arranges a large number of relevant research literature,considered the industrial development history and current situation of Shanxi Province,the paper constructs an evaluation index system of industrial green development level,which includes three dimensions of industrial green growth,industrial resources and environmental pressure,and government green policy support.Based on the calculation of the industrial green development level of Shanxi Province,the results show that the industrial green development level of Shanxi Province shows an overall fluctuating upward trend from 2001 to 2018.The comprehensive score of industrial green development increased from 0.175 in 2001 to 0.225 in 2018.From all dimensions,in addition to the pull effect of industrial green growth on the comprehensive score,the pressure of industrial resources and environment,the growth of government green policy support is relatively slow,and the contribution to industrial green development is relatively limited.In order to evaluate the industrial green development level of Shanxi province more comprehensively,the industrial green development level of Shanxi Province is compared with that of Shaanxi Province,Inner Mongolia Autonomous Region,Hebei Province and Henan Province.In the comparative analysis,it can be seen the score of industrial green development in Shanxi Province mainly hovers in the third place,which is in the lower middle position,and there is a big gap with the top ranking province(Henan Province).The three dimensions of industrial green development of each province are also slightly different.Among them,Henan Province,ranking first,is far ahead in terms of industrial green growth and government green policy support,while it is slightly insufficient in terms of industrial resources and environmental pressure.Hebei Province,ranking fifth,has a certain pulling effect on the comprehensive score of industrial green development in addition to industrial resources and environmental pressure.The other two dimensions had no significant promoting effect.Shanxi province did not show a good ranking in the three dimensions.In order to promote the green development of industry and realize the optimization of industrial structure in Shanxi Province,it is necessary to further speed up the transformation of new and old kinetic energy of traditional energy consumption industries,Increase investment in science and technology and personnel training to promote green production of industrial enterprises;strictly control industrial pollution emissions,pay attention to ecological restoration and environmental protection,accelerate the agglomeration of industrial green industries,expand the scale effect,gradually improve the level of industrial green development in Shanxi Province,and promote the sustainable development of economic society in Shanxi Province.
