Research On The Construction Of Performance Evaluation System For Water Environmental Governance In The Core Area Of Dongting Lake

Since the 19 th National Congress,local governments have taken the approach of Xi Jinping’s new era of socialism with Chinese characteristics as the guide,comprehensively implemented and adhered to the principle of " ECO development" With the rapid development of the economy in the Dongting Lake area,the contradiction between economic development and ecological environment protection is becoming more and more acute.The central government and the local government of Hunan invested more than 20 billion yuan in water environmental governance of the Dongting Lake area.At present,the Ministry of Finance and local governments have issued norms for performance evaluation and fund management,but lack of a comprehensive evaluation system for water environmental governance performance.Constructing a scientific performance evaluation system to ensure the efficiency of its capital investment,and the optimization of governance measures and the improvement of government environmental governance capabilities are of great significance.Based on principal-agent theory,sustainable development theory,public goods theory,and economic performance theory,this paper summarizes the main and causes of water environment pollution in Dongting Lake area and the status of water environmental governance through literature research and fie ld research.Analyzing problems existing in the performance evaluation system,combined with the environmental pollution situation and governance status of the Dongting Lake area,according to the principles of policy relevance,operability,and public satisfaction,based on the “IOOI” framework,the four dimensions of the project process management the project output the project long-term mechanism and the project comprehensive benefit are used to construct the water environment al performance evaluation system in the core area of Dongting Lake.The analytic hierarchy process is used to empower each index,Give weights to calculate the composite score.The article selects X County in Dongting Lake area as an example,collects relevant data of evaluation indicators,and briefly describes the operation method of the evaluation system by means of case analysis.It also proposes corresponding policy recommendations for the analysis of performance evaluation results.It is expected to provide reference for the environmental performance evaluation of other districts in the Dongting Lake area.
