Thermal power generation is the most important way of power generation in China,which plays an important role in China's economic development.However,with the development of economy,thermal power production also causes serious pollution to the ecological environment.Ulanqab,as a prefecture level city in Inner Mongolia Autonomous Region,is adjacent to Datong and Zhunger,the main coal producing areas of China,with rich coal resources.Most of them provide energy by means of thermal power generation,which is a concentrated area of thermal power enterprises.With the deepening of power market reform and the transformation of government functions,it is particularly important for the government to supervise the environmental pollution of the power industry.As a key source of pollution emissions,the strengthening of supervision of thermal power enterprises is related to the smooth implementation of the ultra-low emission and energy-saving transformation scheme of coal-fired power,providing support for winning the blue sky defense war,as well as other coal-fired industries in the future.However,there are still many deficiencies in the current government's supervision efforts and methods,which need to be further improved.Therefore,it is necessary to study the emission supervision of thermal power plants.Based on the above problems,this paper focuses on the thermal power plants in Ulanqab area,and studies the environmental pollution supervision of thermal power plants by Ulanqab municipal government,trying to find new ideas and countermeasures that can solve the current regulatory dilemma of the government,which is the only way for the future government to supervise environmental pollution.The main work of this paper includes the following three aspects:(1)This paper analyzes the current situation of environmental pollution and government supervision of thermal power plants in Ulanqab City,investigates the research literature of domestic and foreign government supervision on environmental pollution of thermal power plants,summarizes the relevant theories of government supervision and environmental pollution,and provides the theoretical basis for the following.(2)In depth analysis of environmental pollution of thermal power plants in Ulanqab City,mainly including the development status of thermal power enterprises,production pollution status and the status of government supervision;the paper expounds the problems and causes in the process of improving the supervision of the government in Ulanqab city at the current stage.Especially in the analysis of environmental pollution problems of thermal power plants in Ulanchab City,the author thinks that there are loopholes in government supervision,insufficient supervision during and after the event,weak supervision and implementation ability of government regulators,weak social supervision and other problems.In the final analysis,these problems are the problems of weak applicability of regulatory laws and regulations,inadequate use of market mechanism,inadequate supervision of government regulatory behavior and imperfect social supervision system.(3)In view of the various problems of the government's environmental supervision over thermal power plants,this paper expounds the four aspects of strengthening and improving the construction of the government's supervision laws and regulations,giving full play to the functions of the market mechanism,improving the incentive of the government's supervision,and building the supervision system of the society for the pollution behavior,which has important reference value and practical significance for the Ulanchab municipal government in the environmental supervision of thermal power plants.
