| Over the past 40 years of reform and opening up,China's economy has maintained a medium-high speed of development.Taking jiangxi province as an example,with the help of its advantages in labor force and mineral resources,jiangxi province has continuously undertaken industries with high energy consumption and high pollution transferred from the eastern coastal areas,deepening its industrialization and significantly improving its urbanization level.However,the rapid economic development is accompanied by the emergence of ecological and environmental problems.The extensive industrial development increases the environmental pressure,and the environmental protection work faces severe challenges.Since The 19 th Communist Party of China National Congress in 2017,more and more attention has been paid to the ecological environment,to accelerate reform of the ecological civilization system,establish and perfect the system of ecological civilization in China has become the construction of a harmonious coexistence between man and nature "beautiful China" an important strategy,the demand of the current system reform of ecological civilization provides an opportunity for jiangxi province to change its development mode,improve its development quality and strengthen its ecological environment construction.Ecological environment is a typical public product with strong externalities.Ecological environment governance and protection are usually long-cycle activities with slow results.Therefore,the main body of regional ecological environment protection can only be assumed by the government.Therefore,this paper takes jiangxi province as the research object to explore whether the government's expenditure on energy conservation and environmental protection has played a role in improving the ecological quality of the region,so as to provide Suggestions and countermeasures for how to better play the promoting role of the expenditure on energy conservation and environmental protection in jiangxi province.Firstly,based on the literature review of the ecological protection effect of fiscal expenditure policies and the analysis of the effectiveness of the environmental protection theory of fiscal expenditure,this paper deduces the mechanism of the effect of energy conservation and environmental protection expenditure on the ecological environment quality.found that spending on energy conservation and environmental protection mainly through three ways such as Pollution Control Investment,Fiscal Transfer Payment,The Government Green Procurement,to control environmentalpollution,protect the natural resources,improve energy efficiency,and optimize the living environment,so as to realize the ecological environment quality improvement.Secondly,the comprehensive evaluation system of ecological environment quality is established,the expenditure on energy conservation and environmental protection is divided into two indexes: scale effect and incremental effect.Based on this,the dynamic evolution of the situation of each city in jiangxi province and the effect of energy conservation and environmental protection expenditure is analyzed from 2010 to 2017.It was found that except ganzhou city and shangrao city,the ecological environment quality of other nine prefectural cities showed a stable or rising trend.The double effect of energy saving and environmental protection expenditure shows the characteristic of periodical fluctuation.Thirdly,this paper constructs STIRPAT model to make empirical analysis on the correlation between financial energy conservation and environmental protection expenditure and ecological environment quality,and USES generalized square method(GLS)to explore the changing law of the scale effect and incremental effect of financial energy conservation and environmental protection expenditure on ecological environment quality in jiangxi province from the perspective of time and space.Time dimension,according to the characteristics of energy conservation and environmental protection spending double effect periodic fluctuation,the entire study period can be divided into 2010-2012,2013-2015,2016-2017 three stages by regression analysis,the study found that the relationship between the scale effect of energy conservation and environmental protection expenditure and ecological environment quality in jiangxi province was u-shaped(from negative effect to negative effect and then to positive effect),the relationship between the incremental effect and the ecological environment quality presents an inverted u-shape(from positive promotion to negative promotion);on the spatial dimension,according to the model estimation results,this paper is divided into three categories: positive significant type,negative significant type and non-significant type.On the spatial dimension,according to the model estimation results and combined with the different impacts of scale effect and incremental effect on ecological environment quality,this paper divides cities into three categories: positive significant type,negative significant type and non-significant type.Among them,the cities with insignificant scale effect are mainly concentrated in central and northwest jiangxi,the cities with positive significant effect are distributed in a small part of south and north jiangxi,and thecities with negative significant effect are concentrated in a small part of north jiangxi.Cities with insignificant incremental effect were distributed in southern jiangxi and a small part of northwest jiangxi,cities with positive significant influence were concentrated in central jiangxi and a small part of north jiangxi,and cities with negative significant influence were concentrated in a small part of northeast jiangxi.On the basis of above study,this paper uses ARIMA model to predict the effect of cities in jiangxi province's spending on energy conservation and environmental protection between 2018 and 2020,based on the changes in the expenditure effect of energy conservation and environmental protection in each city,this paper comprehensively analyzes the specific influence trends of scale effect and incremental effect of energy conservation and environmental protection expenditure on ecological environment quality in each city during the forecast period.Finally,combined with the above analysis conclusions and related problems,this paper puts forward some Suggestions for improvement.First,the incremental effect of energy conservation,environmental protection expenditure preventive ecological effect,but spending on energy conservation and environmental protection around the city in jiangxi province presents downtrend incremental effect,energy conservation,environmental protection expenditure for general budget expenditure growth elasticity of smaller,aiming at the problem,put forward "improve fiscal spending on energy conservation and environmental protection policy,and strive to build and finance budget spending on energy conservation and environmental protection of double joint GDP growth mechanism" advice,so as to further the preventive ecological environment protection functions of energy conservation,environmental protection expenditure;Second,energy conservation,environmental protection expenditure scale effect on the ecological environment quality early mid negative significantly,and decreasing the influence of late are significant,gradually gradually negative significant incremental effect,suggests that some cities in jiangxi province fiscal spending on energy conservation and environmental protection efficiency is low,failed to fully stimulate spending on energy conservation and environmental protection the immediacy of pollution control effect and preventive conservation effect,and according to the analysis for the forecast of energy conservation and environmental protection spending around the city,the future energy conservation and environmental protection in some parts of the annual expenditure scale effect and incremental effect on the ecological environment quality will produce a negativeeffect,according to the problem,In this paper,combining with the analysis of the weak links of ecological environment quality in various cities,the author puts forward some Suggestions on the optimization and improvement of improving the management system of financial expenditure on energy conservation and environmental protection and the rational allocation of internal funds of energy conservation and environmental protection expenditure,so as to give full play to the ecological effect of energy conservation and environmental protection expenditure. |
