Study On The Comprehensive Governance Of Social Public Security In Shengli Oil Field

The construction of social security prevention and control system is the trend to adapt to the reform and development of the country,and is a strategic project to comprehensively maintain the social order in the transitional period,and plays an important role in the construction of the national social governance system.From 1991 when the country gave the policy “decisions on strengthening the comprehensive management of social security,to the 18 th Party Congress when the proposal improve tridimensional social security protection system was given clearly,the construction of tridimensional social security prevention and control system has been put into the work schedule gradually,and the thoughts of social governance are much clearer.As a systematic project of national governance,the construction of prevention and control system which integrates a comprehensive work of public security strike,basic prevention,pre-warning,post disposal is a new police mode.The construction of tridimensional prevention and control system is a new way of governance which is being explored in our country and an effective way to construct a harmonious society in the new period.Based on the comprehensive analysis of the situation of our country,and the theory on the comprehensive management of social security and social governance of many advanced and excellent experts and scholars,the paper studies not only the existing problems of the social security comprehensive management of Shengli Oilfield,but the common problems of state-owned petroleum enterprises,according to the characteristics of the petroleum industry.In order to improve the level of the comprehensive management of social security,combined with my own work practice,the paper analyzes the feasibility of the construction of prevention and control system in Shengli oilfield.On the basis of the top-level design of the system operation,the paper designs the tridimensional system of social security prevention and control system which is guaranteed by the system,the key content is the operation mechanism,with clear responsibility subject and scientific,complete and systematic social security resources distribution.Emphasis has been laid on the construction of information warning mechanism,patrol prevention mechanism,quick response mechanism,unified command mechanism and aftermath handling mechanism.Overall consideration,to control the unlimited security problems with the limited police,deal with various social security and social contradictions in the social transformation,and put forward some suggestions and Countermeasures in order to improve the Shengli Oilfield comprehensive management of social security system and mechanism and the level of social governance according to law.
