Study On Environmental Assessment And Approval Management Of Funing Environmental Protection Bureau

The construction of ecological civilization has been formally included in the "Five in One" at the 18 th National Congress of the CPC,and it has been promoted to the "Millennium Plan" again at the 19 th National Congress of the CPC,which shows that the construction of ecological civilization is of great significance to China's development.At the same time,with the progress of the times,EIA has become an important part in the reform of the administrative examination and approval system in China.Promoting its reform can not only make the examination and approval behavior more standardized,but also make the function of the EIA system fully play,and more perfectly present the relevant requirements of the central and State Council in deepening the administrative examination and approval system.The paper is mainly divided into four levels.The first step is to sort out the concept and basic process of EIA approval,and elaborate the positive significance of improving the management mode of EIA approval for the development of ecological civilization.The second step is to take Funing County as an example to analyze the current situation of the county's examination and approval,and analyze the existing problems,including government management,system and supervision mode,economic problems and so on.The third step is to understand some characteristic modes of EIA approval management of other cities and counties in China by consulting various materials,and analyze the EIA management modes of foreign countries(including Europe,America and some other Asian countries)in depth in order to absorb more excellent nodes for EIA management in China.The fourth step is to integrate the more advanced management mode and combine the current situation of environmental assessment and approval management in Funing County,hoping to improve the quality of environmental assessment and approval by improving the management system of environmental assessment,improving the efficiency of the implementation of environmental assessment management,strengthening supervision,and increasing external participation.This paper uses the literature research method,questionnaire survey method,comparative analysis method,always focusing on the reform of EIA batch management,fully using the basic theories such as public goods theory,game theory and public participation theory,tries to sort out the institutional framework of EIA batch,summarizes the practices with characteristics and full practical significance,and strives to provide some new ideas for EIA batch management in China.Researchapproaches and solutions.
