Guangzhou Nansha District Safety Supervision System Research

In recent years,Nansha District of Guangzhou City has been identified as the National New District.Guangzhou's only free trade zone,urban sub-center and Guangdong-Hong Kong-Macao deep cooperation demonstration zone are currently developing at a high speed.For the steady and orderly development,Nansha District of Guangzhou City has systematically established a safety production supervision system since 2016 to improve the quality of safety production supervision,realize various types of safety risk management and control within the Nansha District of Guangzhou,and prevent accidents.Based on the concepts of work safety,work safety supervision and work safety supervision system,this article analyzes the current situation of work safety supervision system in Nansha District of Guangzhou City based on the theory of cooperative governance and public crisis theory.It is concluded that there are four major types of problems in the safety production supervision system of Nansha District,Guangzhou City,including the overlapping of supervisory responsibilities of industry departments,unstable management of full-time safety inspectors,large errors in grading of risk points in the safety production field,and limited effectiveness of safety production promotion.In view of the existing problems,this article analyzes the reasons in depth,and believes that this is due to the imbalance in the development of production safety supervision capabilities,the incomplete management system of full-time safety inspectors,the difficulty of advancing risk assessment and verification,and the single promotion channel.Based on the study of current national policies,the government believes that it is necessary for the government to draw on foreign experience in production safety supervision,use collaborative governance theory and public crisis theory,and combine the actual situation of Nansha District,Guangzhou to introduce a dual-line operation mode from the implementation of a work guidance system;from Promote the integrated management mode of town and street full-time safety inspectors to consolidate the strength of the team;use big data,classify and quantify,and promote the quasi-determined level of risk points in the field of safety production;integrate existing resources and build a new "Trinity" publicity and education work.Through a series of methods and measures,revitalize all forces,improve the safety production supervision system in Nansha District,Guangzhou,and ensure a stable production situation.
