Environmental protection and economic development jointly determine the sustainability of the national economic development,and experienced industry development of the country,our country also stepped into the "first pollution,then governance" stage of development,reform and opening up for more than forty years,our country economy high speed development,international trade is frequent,has been a trading nation in the world,with more and more high international voice,but,according to historical experience,the rapid development of economy will inevitably lead to the deterioration of environment,environmental concerns are also growing in China,the United States Yale university and Columbia University jointly issued the global environmental performance index assessment report shows,In 2006,China ranked 94 th among 133 countries and regions,and by 2018,China ranked 120 th among 180 countries and regions.The decline of environmental performance rating directly reflects the deteriorating ecological environment in China,and environmental protection has a long way to go.In order to effectively protect the ecological environment,energy conservation and emissions reduction,environmental restoration,ecological protection area put forward a series of development,from the "11(superscript th)five-year plan" to "much starker choices-and graver consequences-in planning",the government from the perspective of protecting the environment,the construction of ecological civilization,a series of environmental regulation policy,bring up in the eleventh five-year plan outline "energy conservation and emissions reduction" slogan,the specific energy conservation and emissions reduction targets in the 12 th five-year plan per unit of GDP by 16%,per unit of GDP energy consumption by greenhouse gas emissions by 17%,in "much starker choices-and graver consequences-in planning" will be "green" as one of the core of China's economic and social development goals,We will take concrete actions to protect the environment.At the same time,our country in international trade is given priority to with processing trade,labor cost advantage,at present our country in international trade as a share of crowding by southeast Asia and other emerging economies,as a result,the promotion of the value of exports content to preempt the international market share is very important,however,purely by using the method of total exports to measure a country's export trade has already not adapted to the current development in global trade,the trade between countries is increasingly frequent and diverse,a product may need to work together from a number of countries,as a result,in the import and export trade,a country the country oforigin of the import or export products is their own,So the traditional export trade measure will appear "double counting" problem,overestimate the real value of domestic exports,based on this kind of situation,this article selects the added value of exports of domestic to measure the value of exports in China,the added value of domestic exports excluding foreign value and repeat computation part,more accurate measure of a country's level of the value of exports.This paper mainly analyzes the impact of environmental regulation intensity on the change of China's export value from the aspects of domestic and foreign environmental regulation status,the theoretical basis and mechanism of environmental regulation affecting China's export value,and empirical analysis.In terms of environmental regulation at home and abroad,this paper firstly summarizes the concept of environmental regulation,and then analyzes the environmental regulation at home and abroad.The domestic part covers the development process effect and governance status of environmental regulation in China,while the foreign part,represented by the United States,analyzes the development process and effect of environmental regulation.In the aspect of theory,from the externality theory,the factor endowment theory,market failure theory and the porter hypothesis theory to analyze the theoretical basis of environmental regulation intensity affect the value of exports that environmental regulation may through the cost of production,technological innovation,the respect such as foreign investment indirectly affect the value of exports,to explore the the train of thought for later analysis influence mechanism;In terms of the impact mechanism,the paper summarizes the path reasons of environmental regulation on export value from the aspects of production cost effect,technological innovation effect,foreign investment effect and the offsetting effect and compensation effect.In terms of empirical analysis,from 2005 to 2016 in 31 provinces,municipalities and autonomous regions in our country as samples,first of all,from the national level analysis of the influence of environmental regulation on the value of exports,with sulfur dioxide emissions per unit of GDP have explain the intensity of environmental regulation,the added value of domestic exports to measure the value of exports,with the environmental regulation as a core variable,the value of exports is as explained variable,at the same time to join a series of control variables,the effects of environmental regulation on China's overall exports values shows the tendency of rise and fall after fall first,and when the environmental regulation requirements within the range of 5.14 to 1.06,Continued environmental intensification contributes to higher export values;Then according to the trade and economic development in our country can be divided into the developed area,the medium developed area and underdeveloped area are analyzed,also concluded thatenvironmental regulation on export value shows the tendency of rise and fall after fall first,calculated the different regional environmental regulation on the implementation of a reasonable interval,so as to make the environmental regulation policy more targeted.
