As part of the five hundreds of billions of key cultivation industry in Wuhan,energy-conservation and environmental-protection industry has gradually increased its proportion in Wuhan's economy,but it is still some way from its goal of becoming a pillar industry.There are many problems in the energy-conservation and environmental-protection industry of Wuhan,such as Insufficient top-level design,the working mechanism of the industry is imperfect,Industrial competitiveness is not strong,etc.he sustainable and healthy development of the industry depends on the implementation of industrial policies,and Adoptting appropriate industrial policy tools is an important way to ensure the effective functioning of industrial policies.But,when domestic scholars research on energy-conservation and environmental-protection industry policy tools,they often lack systematicness.In addition,different cities have different basic conditions for developing energy-conservation and environmental-protection industry,it is wrong to simply copy the existing experience.Therefore,this research can meet the practical needs.Energy-conservation and environmental-protection industrial policy tools is research object in this article,adopting current political analysis method,cluster analysis method,comparative analysis method,experience reference method and other research methods.By analyzing domestic and foreign energy conservation and sorting out the basic theory of industrial policy of the current status of energy-conservation and environmental-protection industry policy,this article deeply studied the selection of energy-conservation and environmental-protection industry policy tools in China and domestic typical cities,then combining with the analysis of the development status and development needs of energy-conservation and environmental-protection industry in Wuhan City,analyze the selection of applicable policy tools for the development of Wuhan's energy-conservation and environmental-protection industry at this stage,and the ideas for improving Wuhan's energy-saving and environmental protection industry policy were put forward.1.This article elaborated on the definition and classification of public policies and policy tools.Then summarized the characteristics of each stage of the industry life cycle,according to the characteristics of energy-conservation and environmental-protection industry,this article clearly clarified that regarding the perspective of the government as the main body of policy implementation,the e energy-conservation and environmental-protection industry policies are divided into two types: industrial support policies and industrial norm policies.2.In order to improve the efficiency of the use of industrial policy tools,this studyadopting current political analysis method,analyzed the status of domestic and foreign energy-conservation and environmental-protection industry policies,the application of industrial policy tools and the industrial development cycle,and integrated a rich content on this basis.A complete energy-conservation and environmental-protection industry policy toolbox was integrated.In addition,the influence of policy tool characteristics and industry life cycle on the selection of energy-conservation and environmental-protection industry policy tools was further studied,and on this basis,the selection of developmental adaptive policy tools in various fields of my country's energy-conservation and environmental-protection industry was summarized.3.In order to provide experience in using policy tools that can be used to promote the development of energy-conservation and environmental-protection industries in Wuhan.Based on field investigations,the selection process of the tool which used in energy-conservation and environmental-protection industrial policies in the three cities of Yancheng,Huzhou,and Yixing were analysed.The 4 advanced experiences were summed up.4.In order to ensure the selection of policy tools that promote the development of Wuhan's energy-conservation and environmental-protection industry are feasible in the next step,the questionnaire survey method and interview method are used to analyze the current situation of Wuhan's energy-conservation and environmental-protection industry policy status,industry development status,enterprise development goals and needs.Summed up the main problems in that five aspects at this stage.5.Combining the above research results,analyzed the selection of applicable policy tools for the development of energy-conservation and environmental-protection industry in Wuhan.And elaborated from the aspects of optimizing the top-level design,improving the operation mechanism,increasing policy support,strengthening industrial agglomeration,and strengthening the construction of talent team.
