In recent years,the emergency traffic evacuation and rescue catch attention of many academics because of the increasing frequency of catastrophic emergencies bring a great threat to people's life and property.Judging from the present research situation,the contraflow technique has great potential in emergency the emergency traffic evacuation,and it changes the traffic network's allocation of resources by changing the road traffic capacity.As a result,the capacity of network will be changed.We can greatly shortened the time of evacuation and rescue by allocating the road capacity reasonably by optimization algorithm.Based on this,the contraflow technique was rephrased by proposed notion of bidirectional flow and contraflow rate based on the present research and the theory of system engineering.The emergency traffic evacuation and rescue were researched in order to establish multi-objective mathematical model,and the different algorithms were designed according to the different size of the problems.Specific contents are as follows:Firstly,the related research works were summarized including the research status of evacuation problems and the brief introduction of technique.Secondly,taking into account the simultaneity of evacuation and rescue in dealing with an emergency incident,we proposed the notion of bidirectional flow and contraflow rate and rephrased the contraflow technique.Then,multi-objective optimization model was established with minimizing evacuation and rescue time and contraflow rate.Thirdly,the idea of solving algorithm was that optimize evacuation and rescue time firstly and optimize the contraflow rate secondly,and it was proposed according to the different between the two objective functions.And then the sketch of two layers algorithm including intelligent algorithm and precise algorithm.According to the different scales of problem,we designed the algorithm including the particle swarm optimization algorithm(DPSO)+ the shortest path algorithm(Dijkstra)and the particle swarm optimization algorithm + the minimum cost maximum flow algorithm(MCMF)separately.At the same time,we designed the simulation to test the validity of the proposed algorithm.
