| As a public infrastructure that can effectively promote the economic development of local regions,highways are an irreplaceable part of China’s transportation framework.However,due to the huge investment in the early stage of highway construction and the long construction period,the debt pressure on the government to invest in building expressways has also increased year by year.In recent years,China has introduced and developed a public-private partnership in the field of infrastructure construction,that is,the PPP model,which has effectively eased the capital shortage faced by the government in funding the construction of expressways.However,different project participants do not share the same objectives with the project investment.The public sector hopes that the project meets the requirements of public welfare,and the private sector seeks to maximize the benefits of funds.To judge whether these two very different project goals are completed,it is necessary to carry out all-round evaluation of the project’s completion effect from the initial preparation of the project to construction and implementation to operation management,that is,post-project process evaluation.The main purpose of this paper is to analyze the characteristics of expressways and PPP projects,and to analyze a set of evaluation index systems applicable to post-evaluation of expressway PPP projects,and to use a combination of qualitative and quantitative methods to conduct post-evaluation of expressway PPP projects.The qualitative evaluation indicators in the indicator system mainly refer to the six basic indicators for qualitative assessment of value-for-money(VFM)put forward by the PPP Center of the Ministry of Finance of the People’s Republic of China in 2015.These indexes are further refined in light of the construction and operation of expressways.And improve,and promote the application of various evaluation procedures for post-evaluation process,and get 55 items of qualitative evaluation indicators that not only meet the characteristics of expressway PPP project but also meet post-process evaluation requirements.In the process of post-evaluation,the weight of each index is calculated using the analytic hierarchy process,and a fuzzy comprehensive evaluation model is established by adopting the fuzzy comprehensive evaluation method.Using this model,it is possible to perform dynamic process evaluations at different nodes of the project,as well as a comprehensive evaluation of the overall implementation effect of the project.The empirical case of this paper selects the YH expressway that has been constructed using the PPP model and has been operational.It uses the evaluation index system and evaluation model established in the analysis,from the previous work situation,project implementation status,investment execution status,operation evaluation status and management,and supporting The five aspects of the service facilities and other aspects of the process carried out a comprehensive process evaluation.Through case analysis,it is verified that the YH expressway PPP project has achieved certain successes in all phases of the project.The project as a whole has achieved the expected goals.The experience accumulated by the project is worthy of reference for the same type of project. |
