| As the basis of power grid economic accounting, the rationality and accuracy of electric energy measurement will directly affect the social benefits, economic benefits and transaction fairness of both power supply and demand.Because of the increase of nonlinear and asymmetric load, the power quality problems such as reactive power and harmonic become more and more serious. Therefore,it is of great significance to find a more suitable energy measurement for the current electric power environment, and thus improving the power utilization ratio and power quality.Firstly, the main contents of IEEE standard 1459-2010 are analyzed and expounded in detail. The definitions of voltage, current, active power, reactive power and apparent power are given in sinusoidal and non-sinusoidal system. It is pointed out that the decomposition of apparent power is a distinct feature of this standard. At the same time, various power factor definitions corresponding to different apparent power definitions are given. This provides a reliable foundation for finding a reasonable and fair way to measure electric energy, and also provides an effective reference for the promotion and further application of the standard.Secondly,in order to explain the limitations of the existing active power metering methods, this thesis analyzes and deduces the simple equivalent circuit with harmonic source by using the existing full active power metering method and the fundamental active power metering method. It is proved that existing active power metering methods will result in unfairness in power trading in the current power environment.Based on this,a fairer method of active power, which is based on the definition of power in IEEE standard 1459-2010 and combined with the power harmonic source location method,is proposed. This method is a way to measure the fundamental and harmonic active power separately and share the electricity charge between the supply and the demand side.Thirdly, the thesis analyzes the limitation of power factor defined in "the adjustmet scheme of electicity fee based on the power factor" under the background of harmonics. It is pointed out that the value of power factor of linear passive resistance load becomes smaller after the harmonic source is connected to the system, which means that the linear users not only suffer from harmonics, but also pay more electricity bills. Therefore, according to IEEE standard 1459-2010,a new power factor metering method considering harmonics is proposed, and several different power factor metering methods are compared and analyzed according to the existence of physical significance of apparent power and engineering practicability criterion of power factor.Through formula derivation and numerical simulations,it can be obtained that only the new power factor metering method, which takes into account harmonics, has both physical meaning and engineering practical value. Finally, according to the existing measuring methods and new measuring methods based on the IEEE standard 1459-2010 of active power and power factor, the simplified payment models of the existing power measurement and the new power measurement are given respectively.Through the comparison and analysis of simplified payment calculation model in single-phase system and the simulation results,it is concluded that the existing energy metering methods make the linear users pay more electricity bills, and the nonlinear users pay less electricity bills.Compared with the model of the existing methods, the new one of electric energy measurement based on IEEE standard 1459-2010 can effectively improve the fairness and rationality of power transactions between supply and demand sides, and provide very important reference for further improving the energy management system. |
