Study On The Protection Planning Of Key Ecological Function Zones In Tonghe County Of Harbin

The protection and management of the key ecological functional areas of the state is of great significance for preventing and mitigating natural disasters,coordinating the ecological protection and economic and social development of the basin and region,and ensuring the ecological security of the country and the local areas.This paper takes the national key ecological function area of Tonghe County as the research object.Through the analysis of the main ecological process,service function and human activity law of Tonghe County,the region is divided and merged,and the different regional units are determined,and the importance and size of the ecological service function and ecological function to human beings are determined.Targeted regional ecological development policy formulation and reasonable environmental improvement,to achieve sustainable development.The main conclusions are as follows:(1)Using the methods of GIS and spatial statistical analysis to analyze and evaluate the evolution of the ecological environment in Tonghe County for ten years,to determine the impact of the urbanization process on the ecological environment in Tonghe County.From 2005 to 2014,the mutual transformation trend between the ecological systems in Tonghe county is not obvious enough,but the overall trend of change is the ecological system of farmland.As the transformation center,some former farmland reclaimed gradually to the original forest ecosystem,but at the same time,the wetland and grassland ecosystem are converted to the farmland ecosystem.In general,the trend of the decrease of farmland ecosystem and the increase of forest ecosystem.(2)Through the evaluation of the main ecosystem service function,the results are as follows:the annual average regulating water in Tonghe County of the forest ecosystem service function is 1.876 x 107m3/a,the carbon sequestration of forest resources is =G fixed carbon +G soil carbon sequestration =8349.02t.A-1,the annual oxygen production is 2.124 x 1011t/a,the annual solid soil amount is 1.36 x 105t/a;The total water storage capacity of Tonghe County of the state system has reached 1.319 x 106m,the value of pollution purification function is 2 million 620 thousand yuan and the production of aquatic product is 7786t.The function of the farmland ecosystem service is to purify the atmosphere function:the absorption of S02 is 534.1 x 104kg,the absorption of NOx is 393.3 x 104kg,the absorption HF is 6.3 x 104kg,the absorption of the dust is 11.1 x 10.4kg.Nutrient cycling function:the nitrogen accumulation in the crop is about 0.31 x 104-0.58 x 104t,and the accumulation of phosphorus is about 0.39 x 104-0.62 x 104t,and the accumulation of potassium is about 0.17 x 104-42.78 x 104t.(3)The importance of ecosystem services in Tonghe county was evaluated by the analytic hierarchy process(AHP)and comprehensive index method.The leading functions of Tonghe county were determined as water conservation and biodiversity,and the main auxiliary functions were soil conservation,natural human landscape protection and agroforestry economic development.(4)The key ecological functional areas were divided by GIS space superposition technique.According to the integrity of the administrative unit,the key ecological function zoning scheme of Tonghe county was finally determined.That is:the water conservation and biodiversity conservation function area in the northern mountain area,the ecological economic development function area of the southeast plain,the ecological restoration function zone along the southern Songhua River coast,the general eco economic zone,the key eco economic zone,the recovery area of the mining area and the restoration area of the beach.(5)According to the status of the economic,social and ecological environment in Tonghe County,and related data and data,the evaluation index system of the national key ecological function area of Tonghe county is constructed,and 23 evaluation indexes have been determined.According to the goals and requirements of development and protection of different ecological function zones,the plan for protection and construction of national key ecological function zones in Tonghe county has been formulated.
