Research On The Innovation Of Supervision Mechanism Of Shanghai Railway Administration

As a popular means of transportation,railway has always been highly concerned by the governments of other countries,and the improvement of the supervision reform of railway industry by government organizations has always been a hot and difficult issue.Since the beginning of 2013,following the separation of government and enterprises in the railway,the series of deployments at the national level have pointed out new directions for railway supervision work.At the same time,the railway industry involves a wide range of regulatory work,strong policy,involving all aspects and long-term planning,so the real promotion of the government regulatory function landing,the realization of the target work is also relatively difficult.Based on the research on the government supervision of the railway industry and the innovation of Supervision Mechanism of Shanghai Railway Administration,this paper applies the knowledge and theory of public administration to the research,interview,document analysis and comparative analysis of foreign government supervision of the railway industry.On the basis of analyzing and sorting out the main practices and current situation of the role of the supervisory mechanism of the Shanghai,the core requirements of the supervisory work and the characteristics of the phased work,the problems and shortcomings of the supervisory mechanism of the Shanghai concerning the supervisory responsibility system,the supervisory enforcement system,the supervisory safeguard mechanism and the effectiveness of the supervisory system are analyzed in detail.The paper puts forward some countermeasures and suggestions to perfect the supervisory mechanism of the Shanghai railway supervisory authority,namely:(l)Improving the system of supervision and control;(2)Improving the design of laws,regulations and systems;(3)Improving the internal and external supervision and operation mechanism of the system;(4)Strengthening the safeguards for the Advancement of supervision;(5)Strengthening the supervisory organization and capacity building.Obviously,to strengthen the supervision of the railway industry,it is necessary to give full play to the role of the government,enterprises and the market,establish a scientific,reasonable and effective supervisory work system,then strengthen the supervision services of the government organizations to state-owned enterprises,and promote the important role of state-owned enterprises in serving the development of the national economy.
