Nowadays,with the development of national economy,petrochemical enterprise becomes a pillar industry.The petrochemical enterprise offers a great deal of chemical products and petroleum materials to our social development.It also leads great pollution to China's atmospheric environment because of its characteristics.As one of the most important pollutants in petrochemical industry,the volatile organic compounds brings great threat to the atmospheric environment and human health,so the development of VOCs has caused serious attention of people.According to the research,volatile organic compounds emissions of the oil tanks farm occupies a large proportion in the petrochemical industry,so it becomes more and more important to study and govern volatile organic compounds emissions of the oil tank farm.In this paper,the discharge mechanisms and influence factors of VOCs are researched on certain oil storage tanks.28 tanks unorganized emissions of storage transportation plant are calculated in certain petrochemical company.Comparing with different quantitative calculation methods of organic volatile storage tank at home and abroad,and combining TANK4.09d software model with recommending calculation methods of the environmental protection agency(EPA),the author decide to estimate the emissions of 28 different tanks.According to the calculating result,the emission of volatile organic compounds(VOCs)is about 532.89 tons per year in the tank farm of storage and transportation plant.The value can provide a reference to the environmental protection department when collecting fees from discharging pollutants,in spite of it is slightly conservative.This paper mainly aim the petrol tank at simulating and researching the after-effects of the volatile organic compounds emissions because petrol tanks occupy the largest percentage in storage and transportation plant of certain petrochemical company.The accident consequences of the gasoline tank leak including pool fire,flash fire and explosion excess pressure that are analyzed through PHAST software.The results can get the scope of influence and the degree of damage to personnel and equipment around.In order to reduce gasoline tank accidents while considering the economic condition,analytic hierarchy process(AHP)is used in this paper.There are 14 factors influenced the safety of gasoline tank are considered in this method and get their priorities.When improving the tanks in one petrochemical storage tank farm,we must consider these factors such as economic investment,floor space,the reduction of volatile organic compounds and so on.Finally,the scheme is putting the tank floating pans becoming full liquid type pans.Comparing to the former govern method,the final scheme makes VOCs fewer 249.24 tons per year and reduces 46.8%.The economic input is more reasonable in the long way.
