Research On The Problems And Countermeasures Of Drainage Management In Harbin City

With the acceleration of urban progresses in our country,the expansion of scale and climate change increasingly,floods caused by heavy rain are not only limited to rivers and coastal cities,but also caused serious urban water logging.Because the construction of city drainage management system is not perfect,the city water logging has become the most typical natural disasters recently which has brought great losses to our city economy and property safety people’s life in China.In this paper,according to the research on the current situation of drainage management in main urban areas of Harbin.It puts forward to some problems about it.In view of the existing problems,it also proposes some implementations of the existing reform measures on these problems.And finally it has five-point countermeasures of drainage management mode in the main urban area of Harbin.We hope that the management mode of drainage system can run well in this new situation in Harbin.This thesis is mainly divided into four parts: the first part is the introduction,It expounds the researching on background and significance of the drainage management system of Harbin and our country.It also analyzes the current situation of domestic and overseas.Pointing out the significance methods,contents of the research,in order to grasp of the paper fully and provide strong conditions.The second part describes the current situation of urban drainage management in Harbin.It mainly analyzes the Harbin city drainage facilities,regulations and policies and regulations,system,operations and other aspects of water management.It summed up the current management mode in urban area of Harbin drainage problems.The third part analyzes the causes of existing problems in Harbin drainage management,and puts forward the reform of these reasons.The fourth part is from the development view,aiming at the drainage management mode of Harbin.Such as to establish a comprehensive drainage management operating mechanism,to build up the information management mechanism of Harbin drainage in the Internet age,to construct flood control and drainage emergency plan,to build sustainable drainage management mechanismto achieve sponge city function construction and the construction of PPP financing mode conforming to Harbin drainage system.From these five aspects,it proposes the main city drainage management countermeasures in Harbin city.In order to ensure that the drainage management system in Harbin will be well in the future.
