In recent years,urban construction developed rapidly along with constantly advancing of new-type urbanization.But deepening of urbanization brought many eco-environmental problems,especially with aquatic environment.Mixture of sewage and rainwater,urban water logging,resources water scarcity and so forth increasingly become thorny issues faced by development of urbanization.Among all the reasons,shortness of complete rainwater collection and detention and retention facilities are one of the prime reasons leading to serious water shortage in dry season and urban water logging during rainstorm period.Rainwater is one kind of water resources in high quality with low hardness,contamination and calcium content.To make the best of advanced technology of rainwater resources,establish complete industry standard and improve comprehensive regulations are one of the most effective ways to solve problems of loss of urban water resources.The rational use of rainwater can upgrade consumption of water for reacting to situations with lack of water and improving economic development in the whole society.Meanwhile,utilization of rainwater resource plays a part in groundwater recharge,eliminating land subsidence and preventing flood disaster.For advocating the implement of utilization of rainwater resource and improving urban eco-environment,China puts forward the idea of ‘Sponge City'which includes natural storage,permeation and purification based on various fields of rainfall flood regulation and storage,rainwater utilization,underground water relax and low impact development,considering all experiences of domestic and overseas successful construction of low impact development and project practice.In2015,Jinan city successfully applied for one of the first pilot sponge cities all over China.In the view of Jinan city was among the first pilot sponge cities,its relevant technical measures and implementation experiences would certainly supply advanced and feasible theory experiences and technical assistance for other pilot cities and cities about to carry out sponge city.This paper firstly analysis Jinan city's rainfall law and underlying surface andthen sets forth rainwater runoff volume and contamination by means of five rainfall with different rainwater quality variation laws to supply theory basis and technical support for Jinan city formulating rainwater resource utilization scheme.Secondly,this paper intensively introduces sponge city construction feasibility of Xinglong district and main target and resolves it as districts based on Xinglong district's sponge city construction.Simultaneously taking landscape and roads as foothold,this paper expounds specific design points and technical measures of rainwater resource utilization accompanied by plenty of project cases.Sponge city construction combines nature approaches and artificial measures,implements urban rainwater's storage,permeation and purification,enhances rainwater resource utilization level and protect ecological environment based on guaranteeing safety of urban water logging.So,in China sponge city construction is the necessary measure to realize rainwater resource utilization.
