In recent years,with the increasing competition in the market,more and more enterprises have come to realize that under the new market conditions,it is necessary to change the traditional model which relies on financial data to measure the performance of enterprise,reformulate the new performance management system and carry on the comprehensive evaluation to the enterprise in all aspects.The balanced scorecard performance appraisal is a strategy-based performance management method,which translates the strategic objectives of the enterprise into a set of interrelated systems of indicators to achieve a comprehensive measurement of the strategic objectives of the enterprise.In the process of researching the introduction of Balanced Scorecard for Qinhuangdao Port Co.,Ltd.(Abbreviated as QPC),this study has followed the principle of balanced scorecard design,closely linked to the strategic objectives of the company’s development,combined with the characteristics of port production,handling the actual situation of customer demand and enterprise informatization level etc.By drawing a strategic map,this research transforms the Qingang stock strategic goals into a set of performance evaluation indicators that comprehensively measures the operational and management capabilities of finance,customers,business processes,and learning growth.Based on the judgment of the life cycle of Qingang stock company,this article selects a cost-leading strategy that is suitable for the mature enterprises and focuses on the costs of control and management.In the distribution of index weights,this paper is based on the AHP analysis method and scientifically sets index weights;in the assessment,this research has fully considered the value of water transportation performance standards and the company’s actual production,adopted “efficacy coefficient method” to design scores,and constructed the salary distribution system linked to the total salary to make the evaluation result applicable.Finally,corresponding recommendations were made on the implementation of the assessment of Qingang shares balanced scorecard.
