With the continuous development of cities in China,public demand for public space is increasingly prosperous.At the same time,planning and control management lacks certain flexibility to adapt to the development and changes of the market economy.The incentive mechanism of floor area ratio(FAR)can,to a certain extent,be able to compensate for the lack of flexibility in planning.It not only can encourage developers to actively pay attention to public construction,but also can share the government's financial expenditures on public utilities,forming a "win-win situation" between the government,developers,and the public.Based on the self-advantages of the incentive mechanism of FAR,the good effect of foreign practice,and the need to change the planning management and control issues in China.This paper believes that the incentive mechanism of FAR,which is based on the market mechanism,can theoretically solve China's planning and management dilemma,and meet the increasing demand and guide the city to develop better.Therefore,the research on the incentive mechanism of FAR in Nanjing is proposed.First of all,this paper analyzes the status quo of domestic and foreign FAR reward,according to foreign incentives,good implementation results,and the problem of poor implementation of domestic FAR reward.Based on the problems and needs of management and control of the volume ratio in Nanjing,analyzed the feasibility of the Nanjing FAR reward from the legal level and the technical level.Finally,aimed at these problems,contradictions and technical methods,the paper constructed the incentive mechanism of FAR in Nanjing.This study thought that Nanjing has the feasibility of implementing FAR reward.On the legal level,land ownership in China is not a major obstacle to the implementation of FAR reward.Private ownership of land is not a necessary prerequisite for FAR reward.A reasonable system design can also resolve or alleviate the problem of compatibility between the FAR control system and the incentive mechanism of FAR to some extent.On the technical level,on the one hand,the issue of total volume control is addressed through the division of reward scope,the definition of reward object conditions,and the setting of reward quotas;on the other hand,the concept of green volume rate is proposed to solve the problem that the FAR index cannot be changed.The construction of the incentive mechanism of FAR in Nanjing is divided into two parts: the composition content and the operation method.The composition includes reward objects,reward scope,and reward quotas.Nanjing's reward object is defined in public squares,which is privately owned public space,built in commercial lands,and set the appropriate standards.The reward scope is the non-historical protected area within the intersection of Nanjing Old City and Inner Ring Road.The bonus line is set with a 10% upper limit for rewards,and different reward ranges are given based on the reference volume ratio of different intensity zones.In terms of operation,set the FAR index within the reward scope as the green FAR to realize the elastic regulation of the volume rate.And set up a special volume rate incentive management department to carry out the approval of the volume rate reward scope,the private public space program,the award amount,and acceptance of the construction results.This study is a discussion and attempt to implement the incentive mechanism of FAR in China.It aims to instigate jade and trigger more thoughts in the academic community.At the same time,if we want to implement relevant mechanisms in our country,we will need a lot of institutional construction,and we have a long way to go,which is far beyond the scope of this study.
