Research On Risk Management Of Shenyang North Water Treatment Plant PPP Project

In the past,the model we used mostly in the construction of China water industry,as the government funding to finance the construction of the water industry meanwhile the government full operation.With the continuous progress of urbanization,financial capital is very tight,which is difficult to construct the water project by using the old model,at the same time citizens are not satisfied under low efficiency on the water sector.Most of the city’s old town district waterworks aged,which cause the risk of water projects increasing.In order to change this situation,our government popularize PPP(Public Private Partnerships)model for water sector development.Shenyang North Water Treatment Plant PPP project also will use the PPP model for construction.However,we use PPP model in the construction of infrastructure for a short time,there are many details yet to be solved by the project company and the relevant government departments.As the failure of some PPP project in the past,the government and private capital realize the importance of the risk management and control.In order to make the success of Shenyang North Water Treatment Plant PPP project,we need to strengthen risk management.This paper firstly expounds the meaning of the PPP in theoretical way,which also tells the special organizational structure of a complete PPP project.Meanwhile,this paper describes how an actual project deals with some key issues,which also can show how we handle some key problem in PPP project operation.Secondly,this paper we list a certain amount of water industry PPP project which were failed.Take these projects and some related papers as the fundamental,combined with some theory,this paper help us to recognize the main risk about Shenyang North Water Treatment Plant PPP project for using questionnaire and Delphi method.According to the result above,this paper make a list about the main risk.Furthermore,this paper recognized Shenyang North Water Treatment Plant PPP project three levels of risk and a total of 11 major risk factors.This paper quantitative analysis ShenyangNorth Water Treatment Plant PPP project risk evaluation result by using MACBETH.The results obtained to assess the importance of risk factors in the project sorted.Finally,in response to the risk of Shenyang North Water Treatment Plant PPP project,this paper proposed the risk sharing scheme and risk limitation measures.
