Accompany with the further development of market economy,the growth of passenger flow of national each transport industry successively achieves new high.The fast development of civil aviation and road transport affects the industry of railway passenger transport that takes the leading position in passenger transport on a certain degree.For a long term,the railway transport quality failed to achieve durative and effective improvement due to the monopoly situation of railway transport and problems such as the prominent conflict between transport ability and transport amount,staff’s inferior sense of service,and backwardness of technology and equipment.It is the problem that is confronted and urgently needed to be solved by supervisors of railway passenger stations that how to further enhance the market competitive power of itself and strengthen the dominant position in passenger transport market under existing transport ability.Under the condition that the conflict between transport supply and demand can not be fundamentally solved by railway transport technology and equipment level in short term,comprehensive promotion of management level,especially the promotion of quality management is particularly important.Standing on the angle of promoting the quality of management level of railway passenger station,this article conducted research on building of comprehensive evaluation system for train station passenger transport quality.In this article,features of railway passenger transport industry and quality characteristics were elaborated by the author.Situation of development of railway transport industry and general conditions of Xi’an Train Station was introduced;problems existing in management of train station passenger transpiration quality were analyzed;and interpretative structural modeling for passenger transport was built.Comprehensive evaluation system for Xi’an Train Station passenger transport quality is built in accordance with principles of systematical comprehensiveness,stable comparability,brief scientificalness and flexible operability and by utilizing theoretical methods of quality control and systematical analysis,which can make comprehensive evaluation for the overall levels of railway passenger transport quality on aspects of economical efficiency,comfortableness and timeliness.Delphi method is adopted for conducting weights allocation,and weights value is gained by determining weight of each evaluation index layer by layer through inquiring experts’opinions by questionnaire investigation.In accordance with each data of passenger transport quality of Xi’an Train Station in 2004—2006,comprehensive evaluation mark was obtained by utilizing the evaluation system that was built and analysis was conducted on evaluation result.On this basis,the article has conducted the refining research on the marketing quality factor that most greatly affecting the passenger transport quality,put forward the strategic development goal,marketing program and implementation control strategy of Xi’an Train Station,and thereby established the improvement measures of passenger transport quality.
