Research On Unit Planning Based On Public Policy Orientation

In China’s current urban planning system,there is a lack of connection between the regulatory planning and the master planning,and the partition of various special plans,which makes it difficult to effectively implement the planning.In addition,the disconnection between planning and planning management,to promote the integration of planning preparation and planning management,we need to build a "map management" platform.In this context,based on the experience of other cities,some cities in China proposed to divide the city into planning management units,and organize the preparation of unit plans.The “Approval Method for the Preparation of Controlled Detailed Planning for Cities and Towns” puts forward the concept of unit planning clearly at the legal level.However,the existing research on unit planning has not yet reached a consensus,and it is mainly from the perspective of “engineering technology” to explore the planning techniques and practices.Urban planning as a public policy should promote the transformation of planning from "engineering technology" to "public policy." Therefore,this paper attempts to study the formulation of unit planning with public policy theory and methods.The article follows the research logic of "problem-producing experience-seeking essence-meeting strategy-evidence support" and systematically explores unit planning.First,using comparative research and case study methods,combining domestic and international(United States,Singapore,Hong Kong,Guangzhou,Shanghai,Beijing and Wuhan cities)practical research on similar plans,comparing and summarizing the common problems and beneficial experiences of similar plans in different regions.To provide empirical evidence for follow-up studies.Secondly,the relationship between unit planning and public policy is discriminated,and its position in the public policy system and system of urban planning is defined,as well as its role in planning,planning,management and urban planning,and the essence of unit planning is explored.Thirdly,using a combination of public policy analysis,system analysis,interest analysis,and institutional analysis methods,explore the formulation of public-policy-based unit planning technologies and management systems.Among them,the preparation of technology exploration includes unit planning principles,establishment procedures,and preparation methods.Five aspects of the preparation of the content and the preparation of the results;management system is proposed from the three aspects of planning,planning approval and implementation of the proposed system construction.Finally,empirical research was conducted using the unit planning of Chengdong district in Suzhou as a practical case.This paper attempts to study the formulation of the unit planning from the perspective of public policy,improve China’s planning system,promote the realization of planning "a map management",promote the transformation of the unit planning from "engineering technology" to "public policy",and for future unit planning Research provides useful experience.
