With the rapid development of economy,there has been a steady rise in the social power consumption.Thus,the peak load has been an obvious and visible problem in recent years.The traditional policy-driven demand response(PDDR)relys on administrative means to cut the load,which can be seen as a load dispatch tool with rigidity.Although the intense situation between power demand and supply was relieved in some degree,this means does damage to the customers' profit and hampers the upgrading of power system.At the same time,the mass installation of the renewable energy with volatility and intermittency has aggravated the imbalance between demand and supply in some areas.Faced with our national conditions,this paper aims to dig deeper into the response potential of different types of loads and quantify the value of customers participate in load dsipatch.Therefore,the load flexible scheduling(LFS)combining the characteristics of both PDDR and demand response,is an effective means to achieve a balance between power supply and demand.The main research findings obtained are summarized as follows.Firstly,an evaluation method on scheduling potentials and values of large consumers is proposed.By investigating the load characteristics of various customers,characteristic and static attributes of consumers are extracted from data.Then the load potential index system is put forward from four aspects of monthly peak shifting(MPS),weekly peak shifting(WPS),daily peak shifting(DPS)and daily peak cutting(DPC).An improved approach,based on the grey target and prospect theory,was proposed to quantify consumers' abilities.The scheduling potentials are quantified by constructing a model with the optimal prospects.The fuzzy evaluation method is used to evaluate the scheduling value of all clients.Finally,the effectiveness of this method has gotten verified with seven large consumers.Secondly,a multi-time scale scheduling strategy based on load potentials is proposed.The feasibility of implementing LFS in our country is analyzed from three aspects of the development history,the technical support and the operation pattern.Based on their potentials,all clients are divided into MPS group,WPS group,DPS group and DPC group respectively.On account of these four groups,the load gap is resolved into four grades as well.By modeling the four means respectively,this paper presents an effective LFS scheme with multi-time scales,while the means each client will take and the capacity each means will provide are presented in this scheme.Simulation and practical results illustrates that this method effectively solves the problem of LFS capacity dispatch and plays a significant role in optimizing the disposal of resources in delivering the response required.Finally,an accurate day-ahead scheduling strategy based on source-load interaction is proposed.According to the characteristics of the shiftable load(SL),the transferable load(TL),and the interruptible load(IL),these three kinds of loads are modeled respectively.Considering the feasibility of scheduling,the step scheduling strategy is put forward.Aiming at peak shaving and wind power accommodation,the adjustable loads are utilized to participate in the optimal economic dispatch with the conventional units and renewable energy.Then a lean day-ahead scheduling model based on source-load interaction is established.Simulation results indicate that under this circumstance of the limited regulation capacity of conventional units,LFS plays an important role in flatting the load curve and promoting further accommodation of wind power.
