Highway connecting urban road,national road and provincial road,is the main artery of social economic development and main channel for road transportation and mass travel.According to the highway 20-year design traffic forecast period and asphalt pavement to be overhauled in 15 years,it is estimated that the average annual 2000 kilometers of highways in China needs to be closed.As the main framework of regional highway,the traffic volume of highway is huge.It has become the focus of the traffic organization research in the closed construction of expressways in China to make use of the rational distribution of the regional road network,organize the traffic scientifically,and minimize the impact on the social development and economic operation.This paper analyzes the road network traffic characteristics of expressway closed construction and affected areas.From the macroscopic perspective of regional road network traffic,the traffic flows are divided into transit,immigration and territory.It analyzes the effects of traffic flow size and traffic composition "moving bottleneck" effect on traffic diversion,we put forward the method to define the influence scope of the regional road network.The influence scope of regional road network demonstrates that the characteristics of transportation demand in construction environment and "travel route,route distance,coincidence degree" and other factors on the impact of traffic.It comparatively analyzes the diversion of traffic and transportation planning "four stage method" of the traffic assignment area.This paper presents a method to calculate the traffic capacity of the road diversion and puts forward the development of traffic organization in accordance with the principle of lower service level standards.This paper studies the design idea of traffic organization scheme,gives the flow charge of the design of the traffic organization scheme,and puts forward the measures of traffic guidance,organization guarantee and emergency guarantee.This paper analyzes the road network distribution,scientifically setting up the diversion point,induction point and control point,so that the traffic flow can be redistributed and balanced in the road of the regional network.Taking the traffic organization at Beijing Shijiazhuang expressway closed construction for example,it investigates the road status of road network in the construction area,analyzes the traffic flow characteristics of traffic hub,traffic flow characteristics and road capacity,carries out the transportation questionnaire survey and visits drivers.According to the survey for the construction along the county road network,the specific traffic organization scheme is formulated to the counties and districts within the affected areas along the line.The evaluation of the vehicle detour influence,the schedule delays and shunt vehicle number transformation research are carried out during the closed construction of expressways.In order to ensure the orderly conduct of traffic organization,it puts forward the principle of traffic emergency during the period of construction;around the diversion road and important point positions to distinguish the traffic congestion,traffic accidents and other special circumstances,it puts forward the emergency plan and disposal process.In the future highway closed construction period,it strengthens the overall network traffic characteristics and traffic organization ability,which has a certain reference significance.The research shows that the reasonable organization can minimize the impact on the existing traffic,which has practical significance and has certain reference value for similar projects.
