Improvement And Application Research On Ways And Means In Water Conservancy Inspection

Water conservancy inspection is described as a behavior of supervision and inspection of water conservancy construction through the whole process.Since 1999,water conservancy inspection has significantly enhanced management level of primary administrative department in the past 20 years,which guaranteed the safety of construction,fund,leadership and production.Water conservancy inspection is supervised and implemented by the Ministry of Water Resources,basin institutions and provincial water administrative department.The work covers several aspects as preliminary design,construction management,planning and execution,fund management and utilization,project quality and safety,the post-construction management and protection of water conservancy construction project,etc.The inspec tions are carried out in the form of inspection reports accompanied by expert working sheet.Now,as the insufficient time for workload,no rigid requirements for depth and width of inspections,inconsistency in inspection contents of different fields and inexperience in working process,many problems simply exist on paper and procedures.Inspection quality is difficult to meet the expected requirements in depth and width,which calls for an urgent improvement in ways and means in the inspection.Based on existed regulations of inspection working sheets,refinement and standardization of inspection work are developed,mainly from the perspectives of project inspection process,improvements in the ways and means of inspection work,management of inspection results as well as clarification in responsibilities of concerned departments and personnel,which are carried out in forms of professional checklists and workflow charts.From the perspective of the Center of Construction Management & Quality & Safety Supervision,Ministry of Water Resources the research work is as follows:(1)Analysis of disadvantages in current inspection work,and the roots.(2)Analysis of priorities in various specialty occupations,and focus on different checkpoints.(3)Refinement in specific inspection contents,and emphasis on relationship among different fields.(4)Clarification of related workflow,and standardization of concerned procedures.(5)Clarification of responsibilities of concerned departments and personnel in inspection procedures.During the period of 13 th Five-Year Plan,China will continuously increase the investment in the field of key hydraulic engineering projects,including key water source places,water-diversion facilities,water sources for drought resistance,medium-small river harnessing,etc..Aiming at the characteristic of water conservancy project in modern circumstances,such as large investment and various project types,how to use effective method of supervision and inspection to improve the management level of construction units and ensure the quality and fund safety are difficult for water administrative department.The research results can effectively improve the efficiency and quality of inspection work and enhance the professional ability of staff.Meanwhile,the research results can be referenced in relative fields of supervision and inspection significantly.
